The de-facto Presidium of the Parliament of South Ossetia rejected the inclusion of the issue of impeachment on the meeting agenda, despite opposition demands. Speaker of de-facto Parliament Alan Tadtaev called this initiative unreasonable. Nevertheless, a third of the deputies signed the letter on the procedure for removing the head of the republic from power, which is enough for parliament to consider.

The representative of the president in parliament, Anna Kumaritova, reminded the deputies that impeachment cannot be carried out if there is no conclusion of the Supreme Court on the corpus delicti or a decision of the Constitutional Court on the observance of the impeachment procedure (there is no Constitutional Court itself in the separatist republic).

After the break, the deputies of the parties "United Ossetia," "Unity of the People," and the Communist Party, including the speaker and his first deputy, did not return to the hall, so vice-speaker Alexander Pliev implemented the functions of the chairman. He was one of the authors of the letter of impeachment and announced the continuation of its discussion.

"They (deputies of the pro-presidential faction) are in the majority. They categorically did not want to bring the issue up for discussion," deputy David Sanakoev stated.

As a result, the opposition itself considered the issue of impeachment and submitted it to a secret ballot. Of the 14 who voted for Bibilov's resignation, 13 deputies spoke out, one was against. There are 34 deputies in the local parliament.

Earlier, 14 of the 34 deputies of South Ossetia began the procedure for impeaching de-facto President Bibilov for treason. The parliamentary opposition claims that the head of the unrecognised republic did not ensure territorial integrity, and his inaction led to a Georgian police post established in the territory.

Earlier, even though foreigners are not allowed to own property or real estate in separatist Abkhazia, influential Russian billionaire Alexander Tkachev said that he purchased land for the development of a hotel complex. As a result, both the government and the investor were forced to give explanations.

The cost of a new hotel complex in Abkhazia according to Alexander Tkachev, former governor of the Krasnodar Oblast, is approximately US$270 million.

Tkachev stated that he purchased 45 hectares of property in Pitsunda for the hotel project. The land is not for sale or purchase in Abkhazia, according to the law.
