European People’s Party Resolution Backs Armenia’s EU Path, Calls for Reforms and Peace

The European People’s Party (EPP) Congress unanimously adopteda resolution titled “Current Political Situation in Armenia,” welcoming the country’s democratic progress, enhanced human rights framework, and commitment to deepening ties with the European Union.
Drafted by MEPs Miriam Lexmann (Slovakia) and Rasa Juknevičienė (Lithuania), the resolution commends Armenia’s efforts to normalize relations with Azerbaijan and Turkey and highlights positive developments, including the release of Armenian detainees from Baku, democratic reforms, and the strengthening of Armenia-EU relations.
The EPP expressed full support for Armenia’s recent adoption of legislation initiating the EU accession process, calling it a “historic shift” that underlines the country’s readiness to move away from the Kremlin’s geopolitical influence.
The resolution underscores that the legislative steps taken by Yerevan reaffirm “the Armenian people’s commitment to democracy and the rule of law,” and place the country firmly on a path toward future EU membership. The EPP encouraged continued implementation of the Comprehensive and Enhanced Partnership Agreement (CEPA) and reforms in governance, justice, and civil liberties.
Armenia’s suspension of its participation in the Russian-led Collective Security Treaty Organization (CSTO), announced in August 2024, and the adoption of a European integration bill are cited as “visionary” moves by the EPP. These steps signal Armenia’s strategic realignment with European values and institutions, the resolution states.
The EPP welcomed Armenia’s constructive approach to regional normalization efforts, including its ongoing dialogue with Türkiye and participation in peace talks with Azerbaijan. The party acknowledged the significance of these diplomatic engagements, especially in the wake of the 2023 Azerbaijani military offensive and the mass displacement of ethnic Armenians from Nagorno-Karabakh.
It reiterated calls for the immediate and unconditional release of remaining prisoners of war and stressed the need to guarantee the right of return for displaced ethnic Armenians.
The resolution explicitly endorses Armenia’s Crossroads of Peace initiative, which envisions the country as a vital regional hub connecting East-West and North-South corridors. “This project enhances Armenia’s strategic value as a stable partner for the EU and contributes to regional de-escalation,” the document states.
The EPP praised the launch of EU-Armenia visa liberalization talks and encouraged further people-to-people contacts. It also welcomed the continuation of the EU Monitoring Mission in Armenia (EUMA), support through the European Peace Facility, and economic partnerships aimed at reducing Armenia’s dependency on the Eurasian Economic Union.
The resolution concludes with a call for continued reforms and the release of all political prisoners, positioning such actions as key to strengthening Armenia’s long-term partnership with Europe.
