European Union and Sweden Applaud, Russia Considers Fake: Brussel Meeting between Aliyev and Pashinyan

Joseph Borrell, the High Representative of the European Union for Foreign Policy and Security Affairs, said on his Twitter page, "I welcome the fourth meeting held between the President of the Council of the European Union, Charles Michel, the President of Azerbaijan, Ilham Aliyev, and the Prime Minister of Armenia, Nikol Pashinyan."  He noted that it is important to continue working for progress on the peace agreement and to continue efforts in the humanitarian and communication fields. "The European Union continues to support a peaceful, secure, and prosperous South Caucasus," said Joseph Borrell.

Swedish Foreign Minister Ann Linde also welcomed the fourth meeting between the leaders of Azerbaijan and Armenia, with the continued strong participation of the President of the European Council, Charles Michel, in the process. "It is important for the European Union to be a part of the peace and stability process in the South Caucasus," Ann Linde wrote on Twitter.

At a news conference on August 31, Maria Zakharova, the Spokeswoman of the Russian Foreign Ministry, said that the geopolitical objectives behind the European Union's activities in the South Caucasus were clear. "Our belief is that it has nothing to do with the genuine intention to encourage the restoration of ties between Azerbaijan and Armenia. These European initiatives, as I like to call them, are more like a sneaky attempt to seize the mantle of a peacemaker," she stated. According to Zakharova, the parties evaluate Russia's efforts in this area in light of the tangible outcomes they produce. Zakharova said, "It appears that people who pose as mediators cannot even provide anything but would want to display their participation." The spokesperson noted that neither the Armenian nor Azerbaijani parties had provided any details on their intentions to organize a working group under the auspices of the EU to draft the terms of a peace deal.

On August 31, Caucasus Watch reported that Ilham Aliyev and Nikol Pashinyan, the leaders of Azerbaijan and Armenia, met in Brussels with the mediation of Charles Michel, the President of the Council of the European Union, the Press Offices of the Azerbaijani President, and Armenian Prime Minister reported. Charles Michel said that the tripartite meeting was open and efficient. According to him, the leaders discussed the latest events in the South Caucasus and relations between the European Union and both countries. The parties agreed to accelerate the work on preparing a peace agreement between the two countries. Foreign ministers will meet over the next month to work on draft texts. The meeting also discussed humanitarian issues such as demining the territories and the fate of those detained and missing. The parties reviewed the work done on border delimitation. They agreed to hold the next meeting of the border commissions in Brussels in November. The President of the Council of the European Union noted the importance of preparing the population on both sides for long-term sustainable peace. "Public messaging is very important in this context - every word spoken in public in such a sensitive situation is heard and measured on the other side," the statement said. The parties agreed to meet again in this format at the end of November.
