Forty first day of the renewed Nagorno-Karabakh war

Military developments

On 6 November, the de facto State Emergency Service of Nagorno-Karabakh reported that the cities of  Shusha and Stepanakert\Khankandi were under intense fire from the Azerbaijani Army all night long. According to preliminary data, there are three victims among the civilian population as the result of the shellings. According to local reports, battles are already underway in the immediate vicinity of the city of Shusha 

The Ministry of Defence of Azerbaijan reports that this morning Armenian forces have fired on the city of Tartar and nearby villages. They also report that the village of Tapgaragoyunlu in the Goranboy region has also been shelled.The MOD added that Armenian forces located in Berd, Chambarak, and Vardenis regions of Armenia have fired upon Azerbaijani troops located in the Tovuz, Gadabay, and Dashkesan regions. Combat operations of the Army were reported near Aghdere (Martakert), Aghdam, Khojavend (Martuni), and Gubadli. It was also reported that the  representatives of the International Red Cross Committee (IRCC) met with persons detained as a result of the conflict in Azerbaijan. 

Political developments

The Armenian President Armen Sarkissian called on Armenian political parties and public figures to show unity in the face of an ongoing armed conflict in Nagorno-Karabakh and a spike in the number of coronavirus cases, both of which have claimed hundreds of human lives. He also called on all businessmen, philanthropists and organizations in Armenia and its far-flung Diaspora to donate as much as possible to the charity.

The Assistant to Azerbaijan’s President Hikmet Hajiyev stated that the Armenian under the guise of non-profit and charity entities, raising funds for its military. He particularly named “We are our borders –All for Artsakh”, „Armenia Fund“, „AGBU“, „Armenian Canadian Medical Association of Ontario“, „Fund for Armenian Relief“, „Tufenkian Foundation“ and „Armenian Relief Society“ as the responsible organizations.

The National Security Service  (NSS) of Armenia has revealed another case of treason. The NSS received sufficient information that the citizen of Armenia M.S. during 2015 he was working in Turkey - in the city of Istanbul. Having found himself in the field of view of the Azerbaijani intelligence services operating in this country, and being recruited by them, after returning to Armenia during 2019, he received an offer to transfer the information he already had on external security, the armed forces and armament of Armenia and Artsakh, including number, about the personnel of the army, weapons, ammunition, the number and types of military equipment, military units and their commanders, defense areas, engineering structures, equipment, and in the last period - about human losses, etc. Having accepted this proposal, he through espionage completed the assigned tasks and received various sums of payment for this, thus, to the detriment of the territorial inviolability and external security of Armenia, assisting foreign special services in their activities.

Armenia's Ministry of Defense drafted a bill that calls for tripling the amount of mandatory contribution by all workers in the country to the Military Insurance Fund.  The bill proposed that the 1000 drams (about $2) monthly contribution be increased to 3 thousand. 

A State Commission was established in Azerbaijan tasked  to ensure evaluation and elimination of the damage caused to civilian population, state property, including infrastructure facilities, as well as economic entities engaged in entrepreneurial activity in Nagorno-Karabakh. In addition, the country’s President Ilham Aliyev signed an Order to transfer under control of the Azerbaijan Investment Holding of the State Oil Company of the Republic of Azerbaijan (SOCAR), AzerGold Closed Joint Stock Company, Azerbaijan Caspian Sea Shipping (ACSS) Closed Joint Stock Company and Baku International Sea Trade Port subordinated to the Ministry of Transport.  

At the Commonwealth of Independent States (CIS) Heads of governemnt meeting, Azerbaijan’s Prime Minister Ali Assadov stated that a comprehensive development of cooperation within the CIS was impossible without resolving the situation in Nagorno-Karabakh. Assadov was replied by Armenia’s Deputy Prime Minister Mher Grigoryan, who said that Azerbaijan is becoming a springboard for the infiltration of terrorists and their ideology into the CIS space.
