Georgian Government Denies President's International Visits Amid EU Candidacy Debate
The administration of the president announced that on August 31, the President of Georgia, Salome Zourabichvili, would begin meetings with European leaders by initially visiting Berlin, where she would be meeting the president of the Federal Republic of Germany, Frank-Walter Steinmeier, and discussing the support for granting Georgia the status of EU candidate country.
According to the Georgian government, the president's administration proposed to the government on July 12, 2023, regarding the future visit, which was officially rejected on August 3, 2023, according to the decree of the Georgian government. Also, the president was formally refused to travel on August 22-24 to Ukraine, on September 16 to Switzerland, on October 2-3 to Poland, and on October 4-6 to Belgium, from October 31 to November 2 to Denmark, and on December 1-2 to the United Arab Emirates. Salome Zourabichvili was also denied official visits to the Republic of Bulgaria on September 27-29, the Czech Republic on December 10-12, and the State of Israel on December 18-20.
The chairman of the "Georgian Dream" faction, Mamuka Mdinaradze, said that the president of Georgia does not have the government's approval, which, according to the constitution, he must receive during international visits, "Therefore, the president of Georgia violates the constitution," he added.
He added that the lack of consent has its reasons, recalling the last speech of the president at the tribune of the Parliament of Georgia, "which was a speech against the European integration of Georgia. Then there was such pathos in her statement that Georgia does not deserve the status of a [EU] candidate today".
"When even our European colleagues confirm with evaluation criteria that Georgia is the first in this direction, and the President of Georgia speaks the opposite from the rostrum of the Parliament of Georgia, of course, there are risks that her visit is based on serving this goal as well" – said Mdinaradze.
According to Mdinaradze, all citizens of Georgia shouldsay that the recommendations have been fulfilled and that Georgia deserves the status of a candidate. According to him, talking otherwise is sabotage. "Georgian opposition, their TV stations, and unfortunately, the president of Georgia are doing everything to prevent Georgia from getting the status of a candidate so that they can use it against the government of Georgia," he added.
He also said that Georgian Dream will not impeach the president because there will not be enough votes for his impeachment if we consider the president's support from the opposition.
Georgia Dream MP Mikheil Sarjveladze argued that if the president wants to make her contribution to getting the EU candidate status, she is obliged to agree with the government and the parliament to decide on a specific visit. He added that the foreign representative rights of the president are limited, and the government's approval is mandatory, which is a critical part of the constitution.
