On September 18, the State Security Service (SSS) of Georgia said a coup was being prepared in the country.

According to Service's version, the conspirators are supporters of former president Mikheil Saakashvili and Georgian military personnel fighting on the side of Ukraine. The report claimed that a group of people in Georgia and outside of it are planning to commit riots throughout the country in October-December. The State Security Service added that the ultimate goal of these actions is to change the government by violence.

The institution also emphasized that for the beginning of the operation, the time was chosen when the report of the European Commission on the prospects of Georgia's membership in the European Union will be announced: "The conspirators expect that the report will be negative. Therefore, by using the false thesis that the authorities are 'pro-Russian,' public excitement and the following The ground is being prepared for riots." According to the information of the State Security Service of Georgia, it is claimed that one of the authors of the coup plan is Georgi Lortkipanidze, the former deputy of the former Minister of Internal Affairs Vano Merabishvili, who is currently the deputy head of military intelligence of Ukraine. They include Mikheil Baturin, a former bodyguard of Mikheil Saakashvili, and Mamuka Mamulashvili, commander of the "Georgian Legion" fighting on the side of Ukraine.

The Georgian authorities also claimed that the conspirators allegedly wanted to implement this plan with the support of foreign countries: "The conspirators made their plans with foreign financial support and the participation of a large group of young people of Georgian origin who fought in Ukraine and were members of the organizations 'Canvas' and 'Otpor.' These organizations actively participated in the events described as a revolutionary process in Serbia and a number of other countries."

The State Security Service claimed that the conspirators are discussing several options for the events, including the construction of barricades in Tbilisi near the central avenue and strategic objects. The information stated that the organizers may repeat events similar to the Euromaidan movement that took place in Ukraine in 2014. According to the claim of the SSS, the explosion in the tent city may result in deaths and cause an increase in anger and violence.
