German Foreign Minister Calls for International Observers

On September 27, German Foreign Minister Annalena Baerbock expressed concern about the humanitarian situation in Karabakh and stressed the importance of international observers in the region.
"Thousands of children, women and men in Nagorno-Karabakh are so afraid for their lives that they see no alternative but to go to Armenia. No one knows how the people of Nagorno-Karabakh live. Transparency is the key. We need the eyes and ears of the international community on the ground. Together with our partners, we are trying to send our observers as soon as possible," Baerbock said.

The German Foreign Minister noted that if Azerbaijan allows international observers, it will be a sign of confidence that it is serious about its commitments to the security and well-being of the people of Nagorno-Karabakh. Stressing that the people are still deprived of everything, Annalena Baerbock added that aid through Lachin should be delivered reliably and consistently, not only in parts.

Meeting between Bayramov and the US Assistant Secretary of State for European and Eurasian Affairs

On September 28, Jeyhun Bayramov received Yuri Kim, Assistant to the US Secretary of State for European and Eurasian Affairs, who was on a visit to Azerbaijan.

"During the meeting, the current situation in the region after Azerbaijan's anti-terrorist measures, as well as issues of humanitarian aid were discussed. Minister Jeyhun Bayramov noted that the elimination of the presence of illegal Armenian armed forces, which is the main threat in the region, will serve peace and stability. The other party was informed about the disarmament process, the measures taken by our country to meet the needs of the Armenian residents, and the negotiations on the reintegration of the Armenian residents," the report added.

"Minister Jeyhun Bayramov pointed out that despite all the efforts made by our country through the involved international partners, the Armenian side continues to obstruct the peace process. It was stressed that Azerbaijan is interested in the peace process with Armenia on the basis of mutual respect for territorial integrity and sovereignty," the information said.

Meeting between Ilham Aliyev and high-ranking US officials

On September 27, President of the Republic of Azerbaijan Ilham Aliyev received Samantha Power, Administrator of the United States Agency for International Development (USAID), Yuri Kim, Acting Assistant Secretary of State for European and Eurasian Affairs, and Louis Bono, Senior Advisor for Caucasus Negotiations at the U.S. State Department.
"President Aliyev stressed that the anti-terrorist operations were carried out without harming the civilian population. The operations were specifically aimed at illegal Armenian armed groups and military facilities. Commenting on the rights of the Armenian residents of the Karabakh region, President Aliyev reiterated that their rights would be protected in accordance with Azerbaijan's domestic legislation and international commitments, similar to the rights of other ethnic minorities living in Azerbaijan," the report added.

"President Aliyev informed the delegation about an ongoing reintegration dialogue between Azerbaijani representatives and the Armenian residents of Karabakh. He also mentioned that efforts are underway to restore the region's infrastructure, with Azerbaijan providing humanitarian aid to the Armenian residents and working with the International Committee of the Red Cross to provide assistance," it said.
"In addition, the head of state expressed readiness to facilitate a visit of the UN Resident Coordinator Office accredited in Azerbaijan to the Karabakh region in the near future. During the conversation the importance of maintaining regional stability and dialogue with the local Armenian population was emphasized," the information said.

Conversation between Lavrov and Bayramov

On September 27, Russian Foreign Minister Sergey Lavrov and Azerbaijani Foreign Minister Jeyhun Bayramov held a telephone conversation.
According to the information, during the telephone conversation the situation in Karabakh was discussed, including the provision of humanitarian aid and the issues of ensuring the rights and security of the local Armenian population.

"The ways of implementing a set of tripartite agreements at the highest level for 2020-2022 on the development of the Baku-Yerevan peace treaty, the demarcation of the Armenian-Azerbaijani border and the opening of the transport communication block were considered," the report added.
