Jeyhun Bayramov Announces Advancement in Azerbaijani-Armenian Peace Negotiations

At a joint press conference with his Turkish counterpart Hakan Fidan on December 14, Jeyhun Bayramov, the head of the Azerbaijani Foreign Ministry, stated that the package of proposals submitted by Armenia in late November on a peace agreement with Azerbaijan has seen progress. 

"In late November, after a 70-day break, we finally received another package of peace treaty proposals from Armenia. Of course, I would not like to go into its details now. It is currently being worked on. Briefly, I would like to note that when studying this package of documents, this package of proposals, it becomes clear that it is not a repetition of the previous package of proposals; there is a certain progress," the minister stated.

In his turn, the head of Turkish diplomacy called on Baku and Yerevan to do everything possible to ensure peace and stability in the region. "Unfortunately, the Armenian Diaspora continues provocations against Azerbaijan in Europe. However, Armenia should have made efforts to normalize relations and sign a peace agreement [with Azerbaijan]. The region is closer than ever to achieving peace and security, and we will continue to cooperate with Azerbaijan in this direction," Fidan said.

"Normalization between the two Transcaucasian republics will also have a positive impact on Armenia's relations with Turkey," he added.

James O'Brien, the Assistant to the US Secretary of State for European and Eurasian Affairs, also commented on the prospect of peace between Azerbaijan and Armenia. He said it is very important for the two countries to negotiate and reach practical agreements. Approving the exchange of prisoners between the two countries, O'Brien said, "They announced the exchange of prisoners last week, and this week, the prisoners are already at home."

O'Brien also said that the two countries issuing a joint statement expressing their support for each other in many ways is a key part of building a normal bilateral relationship. "Therefore, we hope that we will see the parties reach a peace agreement very soon. They both said they were interested in it," O'Brien said. The Assistant Secretary of State said the US and EU partners are ready to help Azerbaijan and Armenia reach a peace agreement. O'Brien noted that the United States is ready to host peace talks between Azerbaijan and Armenia again if they so desire. "We encourage both sides to come together, and so far, each has said they are ready to move toward that goal," he said.

At a briefing on December 14, Matthew Miller, the Spokesman of the US State Department, welcomed Turkey's effective role in the normalization of relations between Azerbaijan and Armenia. "We welcome the role of the Turkish Foreign Minister. We agree with the views expressed by the Turkish Foreign Minister that peace is possible. The United States supports direct negotiations between the two sides to achieve this," he added.
