Large Rally in Yerevan Demands Protection of Karabakh's Social, Cultural, and Property Rights

On March 29, a large-scale rally in defense of the rights of the Karabakh people was held at Freedom Square in Yerevan. The rally focused on several key issues, including the promotion of the collective return of the people of Karabakh, the protection of their social and other rights in Armenia, efforts to release prisoners, and the safeguarding of Karabakh's cultural heritage and private property. Public and political figures participated in the rally, with Archbishop Bagrat Galstanyan and his supporters joining the people of Karabakh.

During the rally, Gegham Stepanyan, the [former de-facto] Karabakh Human Rights Defender, emphasized that the movement regarding the fate of the Karabakh people should not be considered closed without addressing their will, desires, and voices. "The people of Karabakh have the right to return, the right to live in their homeland with dignity, security, and unity, and they will never give up this right," Stepanyan stated. He further stressed that abandoning the Karabakh issue would be akin to depriving the people of Karabakh of the meaning of their existence, and as long as they had the opportunity, they would continue to fight for the cause.

Regarding future actions, Stepanyan outlined two options: First, the government has two weeks to revise its decisions; otherwise, further actions will be organized. The second option involves the initiative group staying at Freedom Square, forming a headquarters, and conducting daily information campaigns.

Nzhdeh Iskandaryan, a member of the Union for the Protection of the Rights of the Karabakh People, also spoke at the rally, warning that if the authorities did not change their decisions within a week, a larger rally would be organized, followed by concrete actions. Iskandaryan also noted that displaced residents of Karabakh demanded that the number of citizens receiving the "40,000+10,000 drams" allowance not be reduced starting from April 1. This demand was addressed to both the Armenian authorities and the international community.

Participants, including displaced residents of the [former separatist] Republic of Karabakh and Armenians who value Karabakh, raised their voices to defend their rights, dignity, and future. The demand, grounded in international law, human rights, the right to self-determination, historical justice, and national dignity, calls on Armenia and the international community to take action.

Among the demands was the implementation of the November 17, 2023, decision by the UN International Court of Justice, urging the return of the people of Karabakh to their homeland and ensuring a safe, dignified, and independent life there. Further demands include the continuation of the housing assistance program, the launch of a fair housing initiative based on family needs, the development of employment programs to alleviate poverty, and the organization of an international donor conference to raise funds for these humanitarian programs.

Additionally, the participants urged the Armenian government to stop forcing citizens of Karabakh to obtain Armenian citizenship and allow them to manage their accumulated pension funds independently. The demand also calls for efforts to protect and release Armenians held hostage by Azerbaijan, the protection of Armenian spiritual and cultural heritage in Karabakh, and the use of international mechanisms to ensure the protection of property. It also insists on the submission of state applications to the International Criminal Court against those responsible for the forced displacement of the people of Karabakh.

The rally participants emphasized the need to continue lawsuits against Azerbaijan in international courts and avoid steps to dissolve the OSCE Minsk Group. Finally, they stressed the importance of including the legitimate representatives of Karabakh in decisions impacting them, ensuring that their voices are heard.
