Pashinyan's Party Failes to Hold Majority in Yerevan Elections

Armenian Prime Minister Nikol Pashinyan's ruling Civil Contract party failed to win elections to the Yerevan Council of Elders, the capital's municipal assembly that approves the mayor. After processing 100% of the ballots, the result was 32.5% of the votes. The turnout was only 28.4% - the lowest figure in the entire history of elections for the capital's mayor.

Two coalitions are expected to form in Yerevan. The first may be formed by Prime Minister Nikol Pashinyan's ruling Civil Contract Party (32.57% of the vote) and the Republic Party, which came fourth with 11.32%. The second may be formed by three other political unions that passed the threshold: National Progress Party (mayoral candidate Hayk Marutyan, 18.89% of votes), Mother Armenia bloc, and Public Voice party (9.68%).

Andranik Tevanyan, the leader of the Mother Armenia bloc, stated that despite the low turnout, the elections in Yerevan were a serious blow to the incumbent authorities. According to him, based on the published voting results data, Prime Minister Nikol Pashinyan and his team failed to achieve the desired results. "The elections have shown that the incumbent government lacks public trust. Even with a low turnout and a high level of use of administrative resources and violations of the electoral process, the incumbent government has failed to achieve its goal," the opposition figure argued. "We have stated and now repeat that for us, these elections are an opportunity and the first step to ensure a full-fledged change of power. Regardless of the results, we are confident that the foundations have now been created to move these processes into the mainstream of the common struggle," he said.

Hayk Grigoryan from the National Progress Party said that the elections to the Council of Elders of Yerevan are the beginning of the end of the Civil Contract Party's rule. According to him, the past elections show that the ruling party failed to gain at least a minimal share of trust even in the conditions of Prime Minister Nikol Pashinyan's personal participation in the election campaign. "This is the beginning of the end of their rule. And it was not the former or the current force that did it. It was done by the much-anticipated alternative new force," Grigoryan argued. The party's representative also commented on possible coalitions in the Council of Elders of Yerevan. "To those who ask a question about the coalition, I answer: in my opinion, the only possible option is a coalition between Civil Contract and Aram Sargsyan [leader of 'Republic' party]. The only purpose of their participation is to help the Civil Contract avoid the final collapse," Grigoryan added.
