Peskov Weighs in On Armenia’s EU Debate and EAEU Future Amid Regional Tensions

On May 27, Dmitry Peskov, the Press Secretary of the President of the Russian Federation, stated that no external actor can force Armenia to remain within the Eurasian Economic Union (EAEU), but emphasized that clarifications on Yerevan’s position would still be necessary. He remarked that "no one can beg Armenia [to stay]," noting that legislative steps had already been taken in that direction, while adding that "some clarifications will be required."

Peskov stated that Armenia’s gas relations with Gazprom are purely commercial in nature. He explained that pricing is flexible and subject to revision, noting that "there is a preferential price involved; it can go up, it can go down, and it can be revised." He emphasized that such matters fall within corporate competence, adding that any questions regarding possible changes to supply terms should be addressed directly to Gazprom. At the same time, he said he had no information regarding any termination or denunciation of preferential gas arrangements with Armenia.

Commenting on upcoming regional meetings, Peskov stated that the EAEU summit agenda would be complicated due to the situation involving Armenia. He noted that discussions would include both integration issues and what he described as "a difficult situation involving Armenia," indicating that the topic would feature prominently in the negotiations.

Peskov also stated that Armenia benefits economically from its membership in the EAEU, citing steady GDP growth as a key outcome of integration. He contrasted this with Armenia’s potential European integration, saying it was unclear what tangible benefits the European Union could offer, adding that such decisions ultimately rest with the Armenian people.

Referring to Armenia’s legislative direction, Peskov stated that under Armenian law the country is oriented toward the European Union, describing this as a factor that would inevitably become part of future discussions. He also commented on EU enlargement more broadly, stating that membership prospects remain distant for candidate countries, citing Turkey as an example of a prolonged and unfulfilled accession process. He suggested that EU membership often appears attainable but remains out of reach for decades.

Peskov further stated that not all political forces in Armenia share the government’s current foreign policy orientation. He emphasized that Moscow is open to cooperation with those political actors it sees as aligned, noting that Russia prioritizes its own national interests while maintaining what he described as a mutually beneficial relationship with Armenia, which he called a "brotherly nation."

Addressing economic competition, Peskov stated that Armenian products would struggle to compete in European markets, arguing that existing EU producers and lobbying structures would make market entry difficult. He contrasted this with Armenia’s access to EAEU markets, which he said has supported the country’s economic development.

Finally, Peskov stated that the intensified debate over Armenia’s potential shift toward the EU is partly linked to the country’s electoral cycle. He suggested that pro-European rhetoric may be gaining prominence in the context of domestic politics, while rejecting claims that Russia itself is using the issue for electoral influence. He concluded that decisions regarding Armenia’s external orientation are ultimately sovereign matters, while noting that Russia expects the topic to be addressed during upcoming high-level discussions between Russian and Kazakh leadership.
