Potential Separation of Border and Peace Treaty Topics in Armenia-Azerbaijan Talks
Alen Simonyan, the Speaker of the Parliament of Armenia, suggests that Armenia and Azerbaijan could separate the border delimitation issue from the potential peace treaty between the two countries.
“I think that we can consider such an option because, in terms of time, it could take longer, perhaps even years. A country heading towards true peace won’t see any obstacle in such things,” Simonyan said, noting that this was his personal opinion.
“Yes, I don’t rule out that such an option could be acceptable for Armenia,” Simonyan added.
Armen Rustamyan, a senior member of the main opposition Hayastan alliance, voiced concern over Simonyan's remarks. Rustamyan suggests delinking the peace treaty from the border delimitation is “only in Azerbaijan’s interests.”
“We have to ensure that there are no occasions for new tensions and conflicts in the future. And the more uncertainty there is in the treaty, the higher their likelihood will be, added Rustamyan.
According to Tigran Grigoryan, the President of the Regional Center for Democracy and Security, Azerbaijan is striving to remove all contentious matters from the potential peace agreement. Regarding the delay by the Azerbaijani side, Grigoryan suggests that Azerbaijan attempts to shift the negotiation process into a bilateral format. He notes that Azerbaijan uses recent developments to assert that third-party mediators hinder the process.
“Even if there are future meetings, they might have a more formal nature, and Azerbaijan will aim to address all its issues in a bilateral format,” he outlined.
