Five Armenians detained in Azerbaijan have been handed over to Armenia

Azerbaijan has extradited five Armenians detained in Baku after the Second Karabakh War to Armenia.

They landed in Yerevan on October 19.

The inmates were released because they had not committed major offenses against the Azerbaijani Army, according to Azerbaijani media.

Their handover took place in the presence of General Rustam Muradov, former commander of the Russian peacekeeping contingent.

Armenia claims that returning troops are "enslaved." Azerbaijan says that the country has "no captives" and that the Armenians in question entered after the fighting ended. They were imprisoned and tried as part of the anti-terrorist effort.

On the Armenian-Azerbaijani boundary, the delineation procedure has yet to begin.

An Armenian government delegation led by Deputy Prime Minister Mher Grigoryan will pay a two-day visit to Moscow on October 20 according to the official website of the Armenian government.

The objective of the visit is not stated on the website, but Mher Grigoryan, Shahin Mustafayev, and Alexei Overchuk, the Deputy Prime Ministers of Armenia, Azerbaijan, and Russia respectively, will meet in Moscow for a trilateral working group meeting.

There is no information about it in Azerbaijan yet.

Mayor Grigoryan revealed some facts about the planned Moscow summit. Armenia, he claims, is considering the removal of communications and the construction of a railway in the region.

"We have some ideas in this regard. The lifting and settlement of the blockade should take place within the framework of legal regulation in the CIS. We should also discuss the opening of highways," Grigoryan told reporters in Yerevan.

The Armenian delegation also includes Deputy Foreign Minister Armen Gevondyan and Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan.

The work of the commission was suspended due to the escalation of the situation at the border.

On January 11, 2021, Prime Minister of Armenia Nikol Pashinyan, President of Azerbaijan Ilham Aliyev, and President of Russia Vladimir Putin announced the formation of a working group co-chaired by the Deputy Prime Ministers of Armenia, Azerbaijan, and Russia.

Mher Grigoryan told reporters that initiating a delineation procedure on the Armenian-Azerbaijani border is a bad idea.

Previously, it was claimed on social media that the hill of Pela near Kapan had fallen under Azerbaijan's authority because of the delimitation of the boundary with Armenia.

"Currently, all documents are being studied, but there is no process of demarcation and delimitation at the contact level," he added.

According to Grigoryan all the legal bases related to the borders and the documents with the agreement and signatures between the two sides should be studied.

Earlier, Kapan Mayor Gevorg Parsyan also stated that Pela Hill was under the control of Baku and Azerbaijani border guards were stationed at the height.

After that, the Armenian National Security Service said that no changes had taken place in the area and that Armenian border guards were serving.

There has been no reaction from official Baku.

In Lachin, Azerbaijani troops have begun command and staff training.

Azerbaijani servicemen started training in Lachin on 19 October.

The Azerbaijani Defence Ministry stated that the command and staff training conducted by the Land Forces is carried out in accordance with this year's training plan.

"The training is carried out on the territory [with a] map and model of the area [along] with the widespread use of communication tools. The command-staff training examines the interaction of the Land Forces with other types of troops with the implementation of modern management methods," the ministry said.

The Lachin corridor, which is part of the Lachin region, connects Armenia with the Karabakh region of Azerbaijan. Since the end of the Second Karabakh War, Russian peacekeepers have controlled the 5-kilometer-wide Lachin Corridor.

Earlier, Azerbaijan held a joint military exercise with the Turkish military in Lachin.

The Lachin region in western Azerbaijan, in the Lesser Caucasus, was returned to Azerbaijan on December 1 last year, according to a November 10 tripartite statement ending the Second Karabakh War.
