Recent Developments regarding Deadly Clashes along Armenia-Azerbaijan Border

After severe clashes along the Armenia-Azerbaijan border beginning on September 11 and intensifying during September 12-13, on September 14, both sides reported that the complicated situation on the frontline has been decreasing. However, the Armenian and Azerbaijani Defense Ministries reported new casualties on September 14. Also, the Armenian Prime Minister's statements about the peace agreement with Azerbaijan sparked controversy in Armenia, and people gathered on the square to demand Pashinyan's resignation on the night of September 14. The domestic situation in Azerbaijan remains silent. Azerbaijan temporarily banned Tiktok in Azerbaijan because military information was published by some soldiers there. Also, there was dissatisfaction among Azerbaijani people that allegedly Iranian-paid (according to Azerbaijani sources) religious people gathered at the mourning ceremony and chanted "Ya Huseyn" and "Ya Ali" (mourning Medieval Islamic leaders). After the expression of discontent among the Azerbaijani people and parents of martyrs, Azerbaijani State Security Service said that it was unacceptable and that they would take measures against those people.

Social and diplomatic developments

On September 14, Armenian Prime Minister Nikol Pashinyan, in an address to parliament, made public an updated death toll of 105 Armenian soldiers. Earlier, on September 13, Pashinyan said 49 Armenian soldiers had been killed in the ensuing clashes, while Azerbaijan continued to put its combat losses at 42 soldiers and eight border guards. However, on September 15, the Ministry of Defense of Azerbaijan announced a new list of military personnel who were killed during the prevention of provocations caused by the Armenian armed forces. The Ministry announced the names of 21 more killed military personnel. With this, the number of soldiers martyred in border battles reached 71 people.

Moreover, on September 14, Nikol Pashinyan stated in front of the parliament that he was prepared to sign a document with Azerbaijan to guarantee Armenia's security, long-term stability, and peace. "We want to sign a paper, which will lead to much criticism, many curse words, and many people calling us traitors," he added. During a question-and-answer period in parliament, Pashinyan stated, "Perhaps the populace will decide to remove us from power." "We would be happy and thankful if it results in Armenia's 29,800 square kilometers of land experiencing long-lasting peace and security. What will happen to Armenia is what interests me, not what will happen to myself," the Prime Minister added. Then, in a Facebook post, Pashinyan stressed that no paper has been signed or is going to be signed. "This information sabotage is being carried out at the behest of hostile foreign powers to weaken the nation's resistance," he stated.

After his speech, large groups started congregating in front of the parliament in the heart of Yerevan. At 23:00 local time, the protest was still going on. Thousands gathered in central Yerevan, including in front of Armenia’s parliament building, where Pashinyan made his initial remarks, chanting anti-Pashinyan slogans, including “Nikol is a traitor” and “Armenia without Nikol.” Several opposition politicians gave speeches to the crowd, including Karin Tonoyan and Gegham Nazaryan. Each of them lost a son in the 2020 Nagorno-Karabakh War.

According to a statement from Armenia's National Security Service, no paper has been signed or is being prepared to be signed. 

"If Azerbaijan acknowledges the geographical integrity of our republic [in the borders of the former Armenian Soviet Socialist Republic], then I am willing to come to a deal based on that," Pashinyan remarked on his own during the question-and-answer session. He pointed out that since assaulting just after midnight on September 13, Azerbaijan has taken possession of roughly 10 square kilometers of land inside of Armenia proper, bringing the total area of Armenian territory under its control to more than 50 square kilometers.

Additionally, on the same afternoon, Armenian Foreign Minister Ararat Mirzoyan announced that Stanislav Zas, the head of the Collective Security Treaty Organization (CSTO), a Russian-led military alliance of which Armenia is a founding member, will arrive in Armenia on September 15 to lead a fact-finding mission. According to Dmitry Peskov, the Russian Spokesperson, the mission still has to be established. The CSTO stated late September 15th night that it would send Stanislav Zas to Armenia to lead a mission to evaluate the existing situation and provide a thorough report after a special meeting called at Armenia's request. Earlier, in a speech to the parliament on September 14, Armenian Prime Minister Nikol Pashinyan voiced the desire for the CSTO mission to Armenia to have real solutions.

Military statements 

On the evening of September 14, the Azerbaijani Defense Ministry reported that the Armenian military leadership is concerned about the failure of the provocation committed by their armed forces. According to Azerbaijani Defense Ministry, Armenia has ordered to deploy units, weapons, and military equipment, located along the Azerbaijani-Armenian state border, near buildings and civilian infrastructure facilities in human settlements, and deep into the territory of Armenia. "By subjecting to fire, the Azerbaijan Army positions from those points in the settlements, Armenia is trying to turn these firing points into legitimate military targets and deliberately expand the area of military operations. We declare once again that the Azerbaijan Army Units strike the enemy's firing points with high accuracy and do not target civilian facilities," the statement added.

On the same day, the Armenian Defense Ministry released the information regarding recent clashes. The report said: "At 15:00, the situation on the Armenian-Azerbaijani border became extremely tense again. Starting 13:00 along the entire border line from Sotk to Goris, the enemy resumed intensive missile and artillery shelling, also targeting peaceful settlements, using attack drones." The Ministry stated: "It is worth noting that the building and vehicle of the Federal Security Service of the Russian Federation carrying out a humanitarian mission in the combat zone were also hit by heavy artillery. This is another evidence that, despite the statements of official Baku, the Azerbaijani Armed Forces does not distinguish between targets." The Armenian side stated that the Azerbaijani subdivisions have also resumed attempts to advance their positions along with the missile strikes. "The Armed Forces of the Republic of Armenia is taking all necessary measures to respond to the enemy adequately. Against the backdrop of Azerbaijani military aggression, there have been frequent cases when many citizens and private companies, trying to be useful to servicemen injured during hostilities, purchase various medicines and food products on their own initiative to transfer them to military hospitals. The Ministry of Defense highly appreciates the willingness of our fellow citizens to be as useful to the army as possible. Nevertheless, we assure you that all hospitals are equipped with everything necessary for the organization of the treatment of servicemen," it flagged.

After several hours since the recent brief, the Azerbaijani side reported that Armenian armed forces units using artillery pieces, 82 mm and 120 mm mortars, are subjecting to fire the Azerbaijan Army positions stationed in the direction of the Lachin region.

On September 14, the Defense Ministry of Armenia also updated its website and published more information. "As of 18:00, the situation on the Armenian-Azerbaijani border remains tense. Between 15:00 and 17:00, along the entire border from Sotk to Goris, the enemy continued intensive missile attacks, during which peaceful settlements were also targeted. Attack drones have been widely used," one of them stated. "Around 16:40, the military unit stationed in the direction of Sotk was hit by missiles, resulting in a fire breaking out. At this moment, it has been put out. Since 17:00, the intensity of the enemy's missile artillery attacks in the indicated direction has weakened. The Armed Forces of the Republic of Armenia are taking all necessary measures to respond to the enemy adequately. The confirmed number of deaths on the Armenian side is 105. It was announced today by the Prime Minister of the Republic. For information about the wounded, call the Ministry of Defence hotline 1-28. The Ministry of Defense will continue to make official statements on the development of the situation regularly," the report added.

On September 14, the Armenian side reported that from 20:00, the fire had almost stopped in all directions, and no significant incidents had happened. "The information circulating on the Internet that some Armenian settlements have gone under Azerbaijani control is an absolute lie. In this regard, once again, we call to refrain from spreading similar news and follow exclusively official news," the Ministry added.

Armenia and Azerbaijan have reached a ceasefire agreement from 20:00 local time on Wednesday through "the mediation of the international community," the Secretary of Armenia's Security Council Armen Grigoryan announced in an interview with Public TV. "It would not be possible to have a ceasefire without an agreement. Let us hope that Azerbaijan will continue to observe it," said Grigoryan.

On September 15, The Azerbaijani Defense Ministry reported a phone conversation between the Minister of Defense of the Republic of Azerbaijan, Colonel General Zakir Hasanov, and the Minister of National Defense of the Republic of Turkey, Mr. Hulusi Akar. "Colonel General Z. Hasanov informed his colleague in detail about the current operational situation on the Azerbaijani-Armenian state border and noted that all provocations committed by the Armenian armed forces were resolutely suppressed. In his turn, Mr. H. Akar emphasized that the Turkish Armed Forces always provide moral support to the Azerbaijan Army. During the telephone conversation, a detailed exchange of views on the situation on the Azerbaijani-Armenian state border was held," the information stated. 

In the short report on September 15, the Armenian Defense Ministry stated that on the night of September 14-15, no significant incidents were recorded on the Armenian-Azerbaijani border.
