Kadyrov addressed the Russian-occupied regions of Ukraine: "Peace [in Chechnya] came after the referendum"

Ramzan Kadyrov, the head of Chechnya, said that he was watching with interest and pride how referendums were being held in the separatist Donetsk and Luhansk, as well as the Russian-occupied Zaporizhzhia and Kherson regions. 

"This is a long-awaited event! We remember how the inhabitants of the Chechen Republic at the beginning of the 2000s were waiting for a referendum, in the same way, to put an end to the bloodshed and become full-fledged citizens of Russia. It has happened. And anyone can see how our region flourished after this significant event. After the referendum, we had peace. We began to live, not survive. We built cities, and now we live in complete safety," Kadyrov said

He is confident that the residents of Donbas, Zaporizhzhia, and Kherson will make the same choice for their future. "Russia does not abandon its people and will do everything possible to make its citizens feel safe. A great future is possible only with Russia! This will be the only right choice!" Kadyrov added.

"Chechnya's conscription plan was overfulfilled by 254%" 

On September 22, at a meeting devoted to the topic of conscripting residents of the Chechen Republic for military service as part of the partial mobilization announced by Russian President Vladimir Putin, the head of Chechnya stated, "The conscription plan in the Chechen [Federal] Republic was exceeded by 254%."

Kadyrov said that there would be no recruitment into the ranks of the armed forces in Chechnya since during the special military operation the region exceeded the plan by three times. Kadyrov specified following the results of the meeting on his Telegram channel, "Such indicators were achieved earlier due to the formation of new units of the Russian Defense Ministry. All candidates for service go through the military commissariat. We worked out this mechanism from the very beginning, even before the announcement of partial mobilization."

"In addition, the republic has a reserve of thousands of volunteers who, if necessary, will be able to join the ranks of the defenders of the fatherland. Residents did not even suspect that such issues might arise, but we have already decided everything. Therefore, I call on the population of the Chechen Republic, our beloved and respected mothers, to remain calm," Kadyrov said. He said one could see how the West is trying to split our society. "A similar scenario occurred in Iraq and Libya, where Saddam Hussein and Muammar Gaddafi were assassinated. Internal bloody conflicts do not stop in these countries. The same plan is in Egypt, Syria, and many other regions," Kadyrov recalled. 

"If we do not want a repetition of the same story in Russia, everyone needs to have a clear civic position and not be naive. As for those who beat their chests, shouting that they are patriots but left Russia for the period of mobilization, then for such cowardly scum, the way back should be closed forever," the head of Chechnya believes. He again expressed surprise that Russia does not use all available forces and means during the special military operation if the entire NATO bloc is openly fighting against it.

"We have every right to defend our country by any means! We would have reached the goal long ago if we applied at least the main parts of weapons and equipment. But since the leadership thinks differently, our business is to execute the order," he said.

Kadyrov dissatisfied with the exchange of prisoners

"I am extremely dissatisfied with yesterday's exchange. Even the situation itself is generally incomprehensible to me," said Ramzan Kadyrov commenting on the latest exchange of prisoners with the Ukrainian side. 

"Whenever combat or tactical decisions were made, we, active participants in the special operation, were consulted. And here... I understand that the top level in the Ministry of Defense and the FSB [Federal Security Service] is much more visible, but I believe that criminals recognized as terrorists cannot be exchanged for servicemen. I would understand if there was an equivalent exchange - a soldier for a soldier, an agent for an agent," Kadyrov stated. "The exchange was carried out on Ukrainian terms, which is wrong," Kadyrov added. 

"Our fighters crushed the Nazis in Mariupol, drove them into Azovstal, smoked them out of the basements, died, got wounded and shell-shocked. The transfer of even one of these Azov terrorists should have been unacceptable. As a result, it's not surprising that the fighters who liberated Mariupol and are now on the front lines have come to the same conclusion: don't take Nazis prisoner. By the way, those of the Nazis who insulted the honor of the Chechen people during their time in captivity fully answered for their every mean word, bitterly regretted and tearfully repented of their deeds," said the head of Chechnya. 

He stressed that this is his personal opinion, and it does not affect the main unshakable principle: any order of the Supreme Commander-in-Chief is executable.

"Chechens themselves decided to defend Russia"

The head of Chechnya appealed to those who loudly call themselves the defenders of the Chechens, are away from the Chechen Republic, and call for the Europeanization of the Chechens. 

"Today, these cowards, who once fled from their native republic and abandoned it during the most difficult period, sold themselves for the so-called LGBT rights and the so-called freedom of European speech, according to which we often hear about insults in the West of our beloved prophet and the Holy Quran," said the head of Chechnya. Kadyrov stressed that the Chechen Republic is an integral part of the indivisible Russian Federation.

"And no matter how nervous the fugitives are, and no matter how they are sponsored by the West, and no matter how they are brainwashed by Pentagon psychologists, that is exactly what will happen. We Chechens are free people in Russia. We ourselves decided to be part of it. They decided to protect it. Come and try to take this right away from us if you have anything masculine left!" Kadyrov stated.

Kadyrov proposed sending those who are against mobilization to the "special military operation"

"The appeal to the Russians by the Supreme Commander-in-Chief Vladimir Putin on partial mobilization has put the Kyiv elite and all of NATO in a hopeless situation," the head of Chechnya believes. 

"The head of state launched large-scale actions to protect the integrity of Russia. These are necessary, important, and, among other things, preventive measures," Kadyrov stressed. He entirely supported the president's decision. 

"We are obliged to protect our state, religion, and customs. We must observe family and human values. The president knows what is needed to preserve a sovereign state. No one should discuss his decisions; they must be executed. Those who come out and oppose are enemies of the people. They should be sent to the places of the special operation," Kadyrov said in a video on his Telegram channel. 

The head of Chechnya also stated that the situation that has developed around our state threatens its security. "We remember how, before the events in Donbas, the NATO bloc planned to deploy its missiles and a contingent of military forces near the borders with Russia. Why these plans were hatched, we know perfectly well. The alliance did not even particularly hide the desire to destroy Russia. As a result, plans to expand the alliance at our borders failed. Now, the collective West is trying to defeat Russia by other methods, supplying the Ukronazis with equipment and weapons. As a result, it is with NATO weapons that the fascists kill Donbas's civilian population and shell our state's territory," Kadyrov said.
