Results of meeting between Aliyev and Pashinyan in Brussels
At the meeting of the leaders of Azerbaijan and Armenia in Brussels, it was agreed to convene a Joint Border Commission by the end of April and instruct the foreign ministers to work on the preparation of a future peace agreement. The statement came from EU Council President Charles Michel after a meeting.
President Michel said that both President Aliyev and Prime Minister Pashinyan expressed their desire to make rapid progress towards a peace agreement between the two countries. "It was agreed they would instruct the foreign ministers to work on a peace agreement that will cover all necessary issues."
He also noted that the delimitation and demarcation of bilateral borders will be important. "For this purpose, it was agreed to convene a Joint Border Commission by the end of April in accordance with the Sochi Declaration of November 26, 2021.”
The statement also said that the Azerbaijani and Armenian leaders reviewed the events that took place after their last meeting in Brussels in December 2021 and a video conference with French President Emmanuel Macron in February 2022 and reviewed the implementation of commitments. They reiterated the need for full compliance with the provisions of the tripartite statement of 10 November 2020 and discussed the recent tensions. They welcomed the EU-mediated meeting of high-level representatives of Armenia and Azerbaijan in Brussels on March 30, 2022 and agreed on the need to continue this relationship to ensure the adequate continuation of the agreements reached at the leadership level.
The leaders of Azerbaijan and Armenia also discussed the restoration of communication infrastructure between Armenia and Azerbaijan, especially in the South Caucasus.
The meeting, which started at 7 p.m. Brussel time, lasted at least four hours.
Prior to the meeting, EU Council President Charles Michel met in private with President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan. In a one-on-one meeting, President Ilham Aliyev said he hoped tripartite meeting would be fruitful. During the one-on-one meeting, Pashinyan spoke about the situation in the Armenian-populated parts of Nagorno-Karabakh and humanitarian issues.
On 15 December 2021, Nikol Pashinyan and Ilham Aliyev met in Brussels on the initiative of Charles Michel, head of the European Council.
Following the meeting, the President of Azerbaijan and the Prime Minister of Armenia reiterated their commitment to the trilateral accords negotiated with Russia's mediation, according to European Council President Charles Michel. The success in creating communication between the defence agencies was highlighted by both presidents. The European Council suggested that Yerevan and Baku establish a forum for the growth of economic cooperation and the strengthening of trust.
Charles Michel’s statement underscored the importance of restoring communications between Armenia and Azerbaijan and in the South Caucasus region, noting that this process should take place with full respect for the sovereignty of all countries.
Moreover, President of the European Council Charles Michel, President of the French Republic Emmanuel Macron, President of the Republic of Azerbaijan Ilham Aliyev, and Prime Minister of the Republic of Armenia Nikol Pashinyan met virtually on the 4th of February 2022.
President Michel and President Macron reaffirmed their full commitment to supporting efforts aimed at reducing tension and building trust in the region.
They took stock of progress achieved since the meetings held in the side-lines of the Eastern Partnership Summit, in particular recent releases of detainees, ongoing joint efforts to search for missing persons, as well as the upcoming restoration of railways tracks.
