Rubinyan Reflects On 2008 Protests, Defends Karabakh Negotiations, and Calls for Retirement of Former Leaders
On September 26, Ruben Rubinyan, the Vice Speaker of Armenia’s National Assembly, reflected on his participation in the 2008 protests, defended government actions on Nagorno-Karabakh negotiations, and called for the retirement of former presidents. Ruben Rubinyan stated that he participated in the 2008 rallies led by Levon Ter-Petrosyan at the age of 17, believing at the time that it was the most realistic way to challenge the existing regime. Rubinyan admitted that his experience proved him wrong, saying, "I thought Levon Ter-Petrosyan might have improved, but experience has shown that he is incorrigible." He recalled that his father had been a teammate of Ter-Petrosyan until 2011 but left due to ideological differences. He added that any attempt to put him in a difficult position by recalling these moments was mistaken.
Referring to Ter-Petrosyan’s statements on the Madrid Principles in 2012, Rubinyan noted that the former president had clarified that the principles implied Nagorno-Karabakh’s self-determination as an autonomous entity within Azerbaijan. He explained that debates resurfaced when Prime Minister Nikol Pashinyan suggested that negotiations since 1994 aimed to integrate Nagorno-Karabakh into Azerbaijan and demanded proof of this. Rubinyan emphasized that all negotiation documents, including those from 2019, adhered to the Madrid Principles, discussing the transfer of 5, 5+2, or 7 districts to Azerbaijan, without mentioning the status of Nagorno-Karabakh or specifying referendum outcomes. Responding to claims by Ishkhan Saghatelyan that certain proposals were rejected by the current government, Rubinyan rejected these assertions, stating: "During our time in power, we have not rejected a single proposal for resolving the Nagorno-Karabakh conflict, so all assertions to the contrary are false."
Addressing political opposition and public protests demanding Prime Minister Pashinyan’s resignation, Rubinyan proposed that former presidents Serzh Sargsyan and Robert Kocharyan retire from politics as founders of a corrupt system and as election riggers. He also called for the dissolution of the ARF Dashnaktsutyun party, citing its Circular 004, which he said aimed to renounce Armenia’s independence. "We’ll leave when the people say they no longer want us in power. The mechanism is well-known—elections," he stated. In response to questions about the lack of court rulings implicating former presidents in corruption, Rubinyan highlighted that numerous investigations, including demands from the Prosecutor General’s Office for assets linked to Robert Kocharyan and his family totaling approximately $200 million, supported claims of corruption. He noted that the removal of Serzh Sargsyan from power confirmed the presence of systemic corruption during his presidency.
