Separatist Abkhazia banned a rally demanding the resignation of the head of the Ministry of Internal Affairs
The Joint Council of Veterans of Abkhazia announced a protest action on November 4 demanding the resignation of de-facto Interior Minister Dmitry Dbar against the background of the de-facto President of Abkhazia’s decision to reinstate the security officer in the office. De-facto Mayor's Office of Sukhumi refused to hold the rally, citing coronavirus restrictions.
The de-facto President of Abkhazia Aslan Bzhania dismissed Dmitry Dbar from the position of head of the Ministry of Internal Affairs while investigating two shooting incidents, in which parliament members are suspected, and ordered the strengthening of the security of government buildings. The parliament deputies on October 4 stated that the security forces, who beat the veterans after the shooting in Sukhumi, behaved aggressively and did not apologise. The meeting in parliament was held against the backdrop of a rally demanding the immediate resignation of the head of the Ministry of Internal Affairs. On October 11, the Prosecutor General's Office reported on the completion of the inspection, leading to criminal cases opened against two security officials. Regarding the actions of the head of the Ministry of Internal Affairs Dmitry Dbar, the Prosecutor General's Office did not find corpus delicti but suggested that the President of Abkhazia consider his compliance with the position. Fellow villagers of Deputy Garry Kokai from the village of Adzyuzhba held a rally demanding the immediate resignation of the Interior Minister and sent a delegation to Sukhumi. On October 21, participants in the 1992-1993 war expressed dissatisfaction with the investigation into the beating of veterans and announced protest actions if the head of the de-facto Ministry of Internal Affairs of Abkhazia was not dismissed.
On the evening of September 30, MP Garry Kokaya at the Rina restaurant on the Makhadzhirov embankment in Sukhumi fired a Glock pistol five times in the air, refused to hand over the weapons to the police and fled, the Interior Ministry reported on October 1. On November 2, de-facto President of Abkhazia Aslan Bzhania signed a decree on the reinstatement of Dmitry Dbar in office. According to him, he "thought that it would be possible to reconcile the parties." "I went to the village of Adzyubzha, made an attempt to meet with the veterans. Personally, I negotiated with some residents of the village, we had previously agreed on a meeting, but due to various circumstances, this did not happen. In human terms, I regret what happened," Bzhania’s statement came from the website of the unrecognised President of Abkhazia.
A prosecutor's check was carried out, following which the prosecutor proposed disciplinary action for the head of the Ministry of Internal Affairs, Bzhania said. He explained that it took a long time to come to a decision, including trips to Moscow over the issue. He also explained the need to weigh all the pros and cons because over a year and a half of the department's work under the leadership of Dbar, positive trends were seen in the Ministry of Internal Affairs. "I have decided to retain Colonel Dbar as Minister of Internal Affairs. A disciplinary penalty will be imposed on him - a warning about incomplete official compliance and he will begin to perform his official duties," the message from November 2 said.
Bzhania also called on residents of Abkhazia to refrain from participating in the rally. "I want to ask our citizens to refrain from participating in this event in order to avoid all kinds of excesses. We will correct the mistakes that were made. The Ministry of Internal Affairs will work under strict control, and I hope that such events will never again be repeated,” indicated in the message.
