Separatist Abkhazia Introduces Strict Laws on NGOs

On November 21, separatist Abkhaz leader Aslan Bzhania made changes to the decree "On some measures for the implementation of projects of foreign non-governmental and international organizations" on the territory of the self-proclaimed republic.

According to the document, NGOs and international organizations must now communicate the names of non-commercial organizations registered on the territory of Abkhazia, which they will attract for the implementation of their programs and projects.

In the Ministry of Foreign Affairs of Abkhazia, it is necessary to present information about the registration and registration of a non-commercial organization, the order of realization of the relevant event agreed upon by parties (including projects planned for signing contracts), the amount of financing within the scope of implementation of the corresponding program.

"Interim reports on the implementation of the program (project) are submitted for each calendar quarter no later than the 10th day of the month following the previous quarter, regardless of the date of implementation of the program (project)," the document says.

On November 16, the head of the Abkhaz Ministry of Internal Affairs, Inal Ardzinba, met with the heads of the offices of international NGOs operating in Sukhumi.

Ardzinba emphasized that UN agencies refused to participate in the meeting. He says this is “perceived as confirmation of non-transparent activity and an attempt to hide information.”

This follows earlier statements by the separatist leadership in Abkhazia regarding NGOs’ allegedly malign activities. The Minister of Foreign Affairs of the self-proclaimed republic of Abkhazia, Inal Ardzinba, held a meeting on November 16 with the heads of the offices of international NGOs operating in Sukhumi.

According to the media center of the Abkhaz Ministry of Foreign Affairs, during the meeting, topical issues of cooperation and new approaches to the coordination of projects of international structures were discussed, which will soon be reflected in the official document - the decree of the Abkhaz President Aslan Bzhania.

In addition, he stated"For those who want to destroy Abkhaz-Russian relations and consider the Republic of Abkhazia as an "occupied territory," our doors will be closed in the near future."

According to Ardzinba, the official website of the United States Agency for International Development (USAID) published information that projects are being implemented in Abkhazia, aimed at "counteracting the harmful influence of the Kremlin," as well as at “restoring the territorial integrity of Georgia.”

Ardzinba emphasized that the UN agencies misinformed the Abkhaz MFA about the real goals and objectives of the projects they implemented, which is confirmed by the "progress of the practical implementation of the projects and publications on the official websites of the US authorities."
