
Turkish Envoy Serdar Kılıç: Constitutional Amendment Is Armenia’s Domestic Issue

In a statement to CivilNet on the sidelines of the Antalya Diplomacy Forum, Turkish Special Envoy for Normalization with Armenia Serdar Kılıç described the current stage of Armenia-Turkey relations as a process of “trust building.”
Kılıç emphasized that both countries are committed to accelerating the normalization process, calling it "beneficial for both countries and their peoples." He spoke positively about his working relationship with his Armenian counterpart, Ruben Rubinyan, stating that "we understand each other," which contributes to progress.
The envoy also confirmed that technical teams from both sides have begun preparations for the restoration of the medieval Ani Bridge, which spans the Akhuryan River on the Armenian-Turkish border. Restoration work is expected to start soon.
When asked about the 2022 decision to open the land border to third-country nationals and diplomatic passport holders—an initiative that has yet to be implemented—Kılıç said work continues to finalize the technical details. However, he could not provide a specific timeline.
On Azerbaijan’s demand for constitutional changes in Armenia as a precondition for signing a peace agreement, Kılıç responded, “This is a domestic issue in Armenia, and the Armenian people and Armenian institutions are going to decide how and when they are going to conduct that amendment process.”
Separately, Armenian Special Representative for Normalization with Türkiye, Ruben Rubinyan, who also serves as Deputy Speaker of Armenia’s Parliament, confirmed on social media that he met with his Turkish counterpart Serdar Kilic. “I had a good discussion on the Armenia-Turkiye normalization process with Serdar Kilic at the Antalya Diplomacy Forum.”
