US Imposes Sanctions on Ivanishvili's Close Associate

The United States announced on September 14 that it had imposed sanctions on more than 150 companies and individuals. These include entities from Russia, Turkey, the United Arab Emirates, and Georgia. The sanctions aim to prevent evasion and block Russia from accessing technology, money, and financial resources that assist Putin in waging war in Ukraine. They also aim to curb Russia's meddling activities in general.

Otar Partskhaladze, the former Prosecutor General of Georgia and a close associate of Bidzina Ivanishvili's entourage, was included in the sanctions list. Partskhaladze's grandson's godfather is Bera Ivanishvili, the son of Bidzina Ivanishvili. After a brief stint as Attorney General in 2013, Partskhaladze was forced to resign when it was revealed that he had a criminal record in Germany.

According to the US State Department, Otar Partskhaladze and Russian security officer Alexander Onishchenko are being sanctioned for spreading Russia's malign influence over Georgia. Onishchenko, a Russian Federal Security Service officer, allegedly assisted Partskhaladze in obtaining a Russian passport and possibly Russian citizenship. Partskhaladze has fully embraced Russian identity and regularly travels to Russia. Reports indicate that both Onishchenko and the FSB have used Partskhaladze to influence Georgian society and politics in favor of Russia. Partskhaladze has reportedly received personal benefits from his connection with the FSB.

US State Department spokesman Matthew Miller explained that individual sanctions would not alter the United States' relationship with Georgia. "We have sanctioned more than 150 individuals and companies today, and I cannot discuss any of these sanctions in full detail. I will direct you to the information that the Treasury Department published today," Miller said. "We have always stood in solidarity with the Georgian people and their desire to be a free and sovereign country within their internationally recognized borders. Over the past 30 years, we have become strategic partners, working towards a common vision of Georgia as a fully integrated member of the Euro-Atlantic family. No individual sanctions will change our view of this relationship," Miller argued.

This development has stirred political reactions in Georgia. Shalva Papuashvili, the Speaker of the Parliament, stated that Otar Partskhaladze has had no connection with state structures for the last ten years and is a private individual. He is also the first citizen of Georgia to be included in this type of sanctions related to Russia

. "Relevant agencies will study this issue, and the public will be informed about what is going on. In general, as far as sanctions against Russia are concerned, Georgia follows these sanctions. Therefore, it is important that these sanctions are not circumvented. It is in this context that this sanction appears. Our respective structures will study this issue," Papuashvili said.
