Border Incidents
On March 31, the Armenian Ministry of Defence rejected a statement from the Azerbaijani Defence Ministry alleging that Armenian Armed Forces had opened fire on Azerbaijani positions in the eastern and southeastern border sectors from 10:30 p.m. [local time] on March 30 to 4:35 a.m. on March 31, asserting that the accusation was unfounded.
During the same announcement, the Armenian Ministry reported that on March 31, at approximately 12:50 a.m., Azerbaijani Armed Forces fired toward an Armenian settlement, damaging a residential house but causing no casualties. The Ministry noted that the Office of the Prime Minister of Armenia had previously proposed a joint Armenia-Azerbaijan mechanism to investigate ceasefire violations and related reports, a proposal to which Azerbaijan had not yet responded.
The Armenian Ministry reiterated its readiness to investigate the allegations made by Azerbaijan, provided supporting evidence was shared, and called on Azerbaijan to investigate the shelling incident and publicly clarify it.
Later that day, the Armenian Ministry again denied an Azerbaijani claim that Armenian forces had opened fire at 11:10 a.m. on March 31 in the southeastern border sector. The Ministry repeated its call for a joint investigative mechanism and reaffirmed its willingness to examine any substantiated claims if provided by Azerbaijan.
On April 1, the Armenian Ministry refuted another Azerbaijani assertion that Armenian units had fired on Azerbaijani combat positions between 5:00 p.m. on March 31 and 4:45 a.m. on April 1, stating that the report was inaccurate. The Ministry once more highlighted the Prime Minister’s proposal for a joint investigative mechanism and confirmed its readiness to review concrete evidence.
On April 2, the Armenian Ministry denied yet another Azerbaijani statement claiming that Armenian forces had opened fire between 1:55 p.m. and 2:05 p.m. in the southeastern border area. The Ministry restated its commitment to jointly investigating ceasefire violations and urged Azerbaijan to respond to the long-standing proposal.

On March 31, the Ministry of Defense of Azerbaijan reported that on March 30, at approximately 9:25 p.m. [local time], Armenian armed forces attempted reconnaissance flights using unmanned aerial vehicles and drones over Azerbaijani Army positions, but these efforts were thwarted by the vigilance of Azerbaijani forces.
From 10:30 p.m. on March 30 until 4:35 a.m. on March 31, Armenian units reportedly opened periodic fire on Azerbaijani Army positions using small arms. Additionally, at around 11:10 a.m. on March 31, Azerbaijani positions were subjected to further gunfire from Armenian forces.
The Azerbaijani Defense Ministry accused Armenia of consistently initiating provocations, including armed fire and aerial reconnaissance attempts, while spreading disinformation to conceal these actions. It rejected Armenia’s claims that Azerbaijani forces had fired on a settlement, calling them “baseless” and “entirely false,” and alleged that Armenia was attempting to mislead the international community.
On April 1, the Ministry reported that between 5:00 p.m. on March 31 and 4:45 a.m. on April 1, Armenian forces again used small arms to fire on Azerbaijani positions.
On April 2, from 1:55 p.m. to 2:05 p.m., Armenian forces reportedly resumed small arms fire, targeting Azerbaijani military positions.
Serbian Delegation Tours National Defense University in Azerbaijan
On April 4, Colonel Srdjan Ljubojević, Vice-Rector for International Military and Inter-University Cooperation at the University of Defense of the Republic of Serbia, led a delegation to Azerbaijan. They visited the National Defense University, the Military Institute named after Heydar Aliyev, and the Military Lyceum named after Jamshid Nakhchivanski.
At the National Defense University, Major General Arif Hasanov, Deputy Rector for Science and Rector of the Military Scientific Research Institute, welcomed the delegation and expressed satisfaction with their visit. He highlighted the steady progress in military education cooperation between Azerbaijan and Serbia, particularly through mutual experience exchanges. The delegation was briefed on the university’s founding, education system, and institutional goals. Both sides discussed the current state and future prospects of bilateral military education cooperation.
Colonel General Zakir Hasanov Chairs Azerbaijan Army Meeting
On April 5, Colonel General Zakir Hasanov, Azerbaijan’s Minister of Defense, chaired an official meeting via video teleconference, attended by deputy ministers, troop commanders, chiefs of main departments, army corps commanders, and heads of the National Defense University and its subordinate institutions.
Emphasizing President Ilham Aliyev’s directive that army development remains a top priority, Colonel General Hasanov outlined tasks to enhance service and combat activities and boost combat capabilities as set by the supreme commander-in-chief.
The meeting reviewed the operational situation along the Azerbaijani-Armenian border, including “provocations and drone reconnaissance” by Armenia. Specific tasks were assigned to ensure the army’s readiness and vigilance.
The outcomes of reforms in the Azerbaijan Army were discussed, with further directives on maintaining exercise intensity, integrating technological innovations, enhancing cybersecurity, and improving training, especially for newly adopted weapons and reservist education.
Colonel General Hasanov stressed the need for well-qualified personnel, better social and living conditions, moral-psychological support, safety compliance, and adaptation support for new recruits. He also addressed seasonal logistics preparations and ongoing engineering works in Karabakh.
Georgia
Turkey Provides Updated Artillery Simulation Classroom to Georgian Defense Forces
On March 31, the Georgian Ministry of Defense announced that Turkey had provided an updated artillery simulation classroom to the Artillery School of the Joint Military Center of the Georgian Defense Forces Training and Military Education.
The simulators were delivered as part of bilateral defense cooperation between Georgia and Turkey. The event was attended by Zaza Chkhaidze, Deputy Commander of the Defense Forces; Zurab Khvichia, Head of Defense Forces Training and Military Education; Nikoloz Agladze, Commander of the Joint Military Center; Ali Kaan Orbai, Ambassador of the Republic of Turkey; and Ilhan Oktendural, Defense Attaché of Turkey. The modernized simulation classroom is expected to enhance the practical skills of artillery personnel.
Georgia Celebrates Establishment of Western and Eastern Sardines of Defense Forces in Senaki
On April 1, a ceremonial event was held in Senaki at the 2nd Infantry Brigade’s assembly square to mark the establishment of the Western and Eastern Sardines of the Georgian Defense Forces. The ceremony was hosted by Irakli Chikovani, Minister of Defense and Deputy Prime Minister, alongside Major General Giorgi Matiashvili, Commander of the Defense Forces, and attended by President Mikheil Kavelashvili.
The event was also attended by deputies of the Minister of Defense, the Commander of the Defense Forces, Sardars of the Defense Forces, representatives from Samegrelo-Upper Svaneti and Senaki municipalities, and regional leaders. The President and defense officials addressed the personnel, congratulating them on Independence Day and wishing them success in strengthening the country’s defense capabilities.
The ceremony included an awards presentation, where soldiers received medals, weapons, and valuable gifts. A memorial ceremony followed, with guests honoring soldiers who died defending Georgia’s territorial integrity and laying a wreath at the memorial for fallen heroes within the brigade.
The event featured a presentation on the tasks and objectives of the 2nd Infantry Brigade. The Minister of Defense and the Commander of the Defense Forces introduced President Kavelashvili to the brigade’s infrastructure and weapons. A demonstration of tactical training was conducted at the Brigade Military Airfield, where subdivisions of the 2nd Infantry Brigade showcased their combat readiness and coordinated operations. The President and defense officials then addressed the personnel and wished them success.
