At the Yerevan Dialogue 2025: Navigating the Unknown forum, Armenian Prime Minister Nikol Pashinyan and Foreign Minister Ararat Mirzoyan unveiled a strategic roadmap for Armenia’s future, highlighting peace, democracy, and global partnerships amid rising international instability.

PM Pashinyan Reiterates Readiness to Sign Peace Treaty with Azerbaijan
During his speech, Pashinyan confirmed that Armenia is ready to sign the finalized peace treaty with Azerbaijan, criticizing Baku for introducing new preconditions.

“We have consistently reaffirmed our readiness to sign the peace agreement,” Pashinyan said. “But Azerbaijan is linking the signing of the agreement to two issues.”

The first is Azerbaijan’s demand to dissolve the OSCE Minsk Group. Pashinyan expressed openness to this condition: “The dissolution of this body is acceptable for us. But we want to ensure that Azerbaijan is not attempting to end the conflict on its territory only to export it into ours.”

He pointed to Azerbaijan’s reference to over 60% of Armenia’s territory as “Western Azerbaijan,” calling it a veiled territorial claim.

As a constructive approach, Pashinyan proposed that the peace treaty and the document to dissolve the Minsk Group be signed simultaneously.

The second precondition concerns Armenia’s Constitution. Pashinyan noted that Armenia has no territorial claims enshrined in its current constitutional framework, referencing the 2024 Constitutional Court ruling affirming the Alma-Ata Declaration of 1991, which recognizes post-Soviet borders.

He confirmed that if the Court finds the treaty unconstitutional, his administration would pursue constitutional amendments: “We must not miss this chance for peace.”

FM Mirzoyan Outlines Strategic Vision for Armenia’s Future

Speaking at the same forum, Foreign Minister Ararat Mirzoyan described a strategic path toward prosperity, diplomacy, and reintegration. 

“They now seem like just beautiful words coined in declarations and charters—very often useless,” Mirzoyan lamented.

Citing rising nuclear threats, trade wars, disinformation, and environmental collapse, he painted a sobering picture of a world adrift. Yet he rejected pessimism, invoking humanity’s “antifragility”—its ability to emerge stronger from adversity.

“This is not the end of the world… Humanity has survived many ‘ends’ and emerged stronger each time.”

Mirzoyan emphasized that Armenia has identified a clear path forward: to overcome confrontation and promote cooperation, foster stronger connectivity, drive sustainable economic growth, and reinforce democracy and the rule of law.

He called for healing historical wounds without rewriting history and stressed that peace is not an endpoint but a continuous process rooted in mutual respect and diplomacy.

“We are making a defining choice: to build a future shaped not by the grievances of the past, but by a vision full of optimism and hope.”

Mirzoyan reaffirmed Armenia’s commitment to normalization with Türkiye and Azerbaijan—based on mutual recognition of sovereignty and with no territorial claims—while continuing to deepen ties with international partners.

“We have established solid and strategic partnerships—from the United States, across Europe, and into Asia,” he said.

He also highlighted two major upcoming events: COP17 on Biodiversity in Yerevan and the 2026 European Political Community Summit, describing them as symbols of Armenia’s expanding international role.

“Armenia remains steadfast in strengthening partnerships beyond the region. These developments reflect our growing responsibility and engagement on the international stage.”
