Armenia Receives New Peace Proposals from Baku

On September 13, Ararat Mirzoyan, the Minister of Foreign Affairs of Armenia, said his country received new proposals from Baku regarding a potential peace agreement. 

"We have sent our proposals to Azerbaijan. Yesterday [on September 12], we received new offers from Azerbaijan. The process is going on, the discussion is going on," Mirzoyan said. However, he also noted that there are major issues where the parties' positions are completely different.

Moreover, on the same day, the ministry reported that a year ago, on September 13, the Azerbaijani armed forces launched a military aggression unprecedented on its scale against the sovereign territory of the Republic of Armenia. "This Azerbaijani aggression was preceded by the invasion and occupation of the sovereign territory of the Republic of Armenia in May and November 2021. As a consequence of these actions, Azerbaijan has occupied 150 sq km of sovereign territory of the Republic of Armenia," the report added.

"Guided by a sense of impunity, Azerbaijan continues to endanger peace and stability in the South Caucasus. These days, numerous videos are spreading on social networks, indicating that Azerbaijan is accumulating troops and military equipment of large caliber both along the state border with Armenia and along the line of contact with Nagorno-Karabakh, near the area of responsibility of the Russian peacekeeping contingent. The cases of Azerbaijan targeting the positions of the armed forces of Armenia and violations of the ceasefire in Nagorno-Karabakh by Azerbaijan have increased significantly," the information stated.

Response from Azerbaijan

On the same day, the Azerbaijani Foreign Ministry stated that accusing Azerbaijan of occupying the sovereign lands of Azerbaijan for nearly 30 years, not handing over eight villages belonging to Azerbaijan to Azerbaijan despite the results of the 2020 Patriotic War, not withdrawing the Armenian armed forces from the territories of Azerbaijan contrary to the tripartite declaration [of November 2020], and committing continuous military provocations. 

"Besides being an example of fraud, it is also a distortion of reality. Unlike Azerbaijan, which properly investigates violations of international humanitarian law during war and military operations and conducts investigations into persons suspected of committing such cases, it is known to everyone that the Armenian side proudly talks about the crimes against humanity committed against Azerbaijanis, including the Khojaly genocide," the report added.

"The Armenian side, which questions the sovereignty and territorial integrity of Azerbaijan in its references to the Karabakh region, covers up the gathering of forces in the region and attempts to distract attention from the provocation efforts it may commit at any time. The main condition for peace and stability in the region is for Armenia to give up claims against the territorial integrity and sovereignty of Azerbaijan in words and deeds, to withdraw all Armenian armed forces from our territories, and to put an end to revanchist policies and actions," it emphasized.
