Armenia-Uruguay Relations Bolstered by High-Level Exchanges and New Embassy

On March 21, Ararat Mirzoyan, Armenia's Minister of Foreign Affairs, embarked on an official visit to Montevideo, Uruguay. During his stay, he engaged in several significant meetings to strengthen bilateral relations and discuss regional and international issues of mutual concern.

Firstly, Minister Mirzoyan met with Graciela Bianchi Poli, the interim Vice President of Uruguay and acting president of the General Assembly and the Chamber of Senators. Jose Luis Satdjian, the Deputy Minister of Health of Uruguay, and Pedro Jisdonian, a member of the Armenian-Uruguayan friendship group in the Parliament of Uruguay, were also present. Both sides emphasized the high level of political dialogue between Armenia and Uruguay, highlighting recent high-level visits and the opening of resident diplomatic missions in both capitals. Minister Mirzoyan expressed gratitude to the Parliament of Uruguay for its principled stance on key issues for Armenia, including Azerbaijan's attack on Nagorno-Karabakh. The historical ties between the peoples of Armenia and Uruguay, established after Uruguay recognized the Armenian Genocide and provided shelter to many Armenians, were also discussed. Furthermore, they touched upon security and stability in the South Caucasus, with Minister Mirzoyan briefing on the normalization process between Armenia and Azerbaijan.

Subsequently, Mirzoyan met with the Foreign Relations Committee of the Senate of Uruguay, chaired by Jose Carlos Mahia. They discussed various bilateral issues, emphasizing both countries' willingness to deepen their ties, particularly with the recent opening of the Armenian embassy in Montevideo. Minister Mirzoyan highlighted the importance of democratic reforms in Armenia and briefed on the security situation in the South Caucasus, emphasizing Armenia's efforts for normalization with its neighbors.

On March 21, Mirzoyan met with Ana Olivera, President of the House of Representatives of Uruguay, in Montevideo. Both officials expressed satisfaction with the readiness of the executive and legislative bodies of their respective countries to expand the agenda of bilateral relations. They emphasized the deep connection between Armenian and Uruguayan societies, which had been formed over decades. Minister Mirzoyan highlighted the role of parliamentary diplomacy, including the active cooperation of friendly groups, in strengthening bilateral ties. During the meeting, Minister Mirzoyan presented the developments in the South Caucasus, particularly referring to the negotiations between Armenia and Azerbaijan. He reaffirmed Armenia's commitment to the peace agenda. He presented Armenia's positions and vision for opening a new stage of stability and development in the region. Minister Mirzoyan emphasized the importance of committing all relevant actors to realize this opportunity effectively.

Furthermore, on the same day, the official opening ceremony of the Armenian Embassy in Uruguay took place, with Minister Mirzoyan and Uruguay's Foreign Minister Omar Paganini in attendance. Minister Mirzoyan raised the Armenian flag, marking the beginning of the embassy's operation. The event was attended by high-ranking officials, including the interim vice president of Uruguay, Graciela Bianchi Poli, and Ana Olivera, president of the House of Representatives of Uruguay, along with heads of accredited diplomatic missions in Montevideo and other public figures. In his speech at the ceremony, Minister Mirzoyan expressed gratitude for the warm and friendly relations between Armenia and Uruguay, highlighting the historical ties between the two peoples. He thanked Uruguay for providing shelter to Armenians fleeing the Armenian Genocide over a century ago and acknowledged the contribution of the Armenian community in Uruguay to strengthening bilateral ties. Minister Mirzoyan emphasized the significance of the embassy in deepening bilateral cooperation and promoting economic, cultural, and people-to-people ties between Armenia and Uruguay. He concluded by expressing gratitude to Uruguay for its support during difficult times and congratulated everyone on the occasion.

Finally, Minister Mirzoyan met with Omar Paganini, the Foreign Minister of Uruguay, focusing on further enriching bilateral cooperation in various fields. They emphasized the development of trade, economic, and business relations and cooperation in education and technology. The unique role of the Armenian community in Uruguay was acknowledged, along with its contribution to strengthening bilateral ties. Discussions also covered cooperation on multilateral platforms and the security situation in the South Caucasus, with Minister Mirzoyan presenting Armenia's efforts for normalization with Azerbaijan.

Throughout these meetings, Minister Mirzoyan reiterated Armenia's commitment to strengthening ties with Uruguay and expressed gratitude for Uruguay's support on key issues. Additionally, he highlighted Armenia's efforts to address the needs of Armenians forcibly displaced from Nagorno-Karabakh. These discussions reaffirmed the mutual desire to deepen cooperation and foster closer ties between Armenia and Uruguay.
