Armenian, Azerbaijani, Russian Foreign Ministers Discuss Nagorno-Karabakh Peace Process in Moscow

On July 25, the next tripartite meeting of the foreign ministers of Russia, Azerbaijan, and Armenia took place in Moscow.

According to the information of the Ministry of Foreign Affairs of Russia, by the provisions of the statements of the leaders of Russia, Azerbaijan, and Armenia dated November 9, 2020, January 11, November 26, 2021, and October 31, 2022, the ministers agreed to de-escalate the situation around Nagorno-Karabakh and Azerbaijan. They paid attention to the analysis of joint efforts to advance the process of normalization of Armenian relations.

Speaking to the press after the discussions, Russian Foreign Minister Sergey Lavrov said the meeting was useful. "We conveyed the position of the Russian side to our interlocutors, taking into account the reports given by the peacekeepers in Nagorno-Karabakh. It is desirable to take quick and urgent steps to provide the population of Karabakh with food, medicine, necessities, and uninterrupted electricity and gas supply. This meets the interests of ordinary people, Armenians, and residents of the region," Lavrov stressed. "The way is not easy. There are many complex and important issues to be resolved. The most sensitive of them is the problem of ensuring the rights and security of the Nagorno-Karabakh Armenians within the framework of ensuring the territorial integrity of Azerbaijan in full accordance with the Declaration signed by the leaders of the former Soviet republics in Alma-Ata in 1991. The importance of this has been confirmed today by both the leadership of Azerbaijan and Armenia. According to this, work is being done on a peace agreement," Lavrov added.

According to the information of the Ministry of Foreign Affairs of Azerbaijan, Jeyhun Bayramov spoke about the current situation in the region, threats and illegal activities by Armenia against the steps taken by Azerbaijan in the direction of establishing peace and security in the region, as well as military provocations of Azerbaijan, including obstacles to the flight of airplanes once again brought his position to attention. 

"The cessation of Azerbaijan's attempts to interfere with the reintegration measures of Armenians living in its sovereign territories, the unconditional confirmation of Azerbaijan's sovereignty and territorial integrity by Armenia in words and deeds, as well as the withdrawal of the Armenian armed forces, which are still fully present on the territory of Azerbaijan, contrary to commitments, from our territories will ensure peace in the region," the report added.

Ararat Mirzoyan emphasized the worsening humanitarian situation in Nagorno-Karabakh, opened the Lachin corridor, and delivered supplies at the tripartite meeting.
