On July 3, the delegation headed by Eldar Azizov, the head of the Executive Power of Baku City, paid a working visit to the People's Republic of China at the invitation of the leadership of Sichuan Province. Within the framework of the visit, the meeting of Huang Qian, the Governor of Sichuan Province, with Eldar Azizov and members of the delegation took place.

During the negotiations, considering the interest of the citizens of China in Azerbaijan, Governor Huang Qian proposed a proposal to open an air connection between Chengdu and Baku. After the meeting, a "Memorandum of Understanding on the establishment of friendship and partnership relations between the capital of the Republic of Azerbaijan and the Sichuan province of the People's Republic of China" was signed.

Then representatives of Baku visited Beijing and met with the Deputy Mayor of the Chinese capital. An agreement was reached on the visit of a delegation of the Beijing City Hall to Baku and the signing of a memorandum of cooperation between the two capitals.
