Azerbaijani Foreign Minister Says Baku Has Plan B for Zangezur Corridor Bypassing Armenia

On September 5, Jeyhun Bayramov, the Minister of Foreign Affairs of Azerbaijan, gave an interview to the Azerbaijan State Information Agency (AZERTAC) and the Hungarian publication "Magyar Demokrata" within the framework of his official visit to Hungary.

Touching on the Lachin corridor, the minister said that the “source of all this noise is Armenia and its patrons”. "All this propaganda has no basis. This is not a humanitarian issue but purely political manipulation. Currently, the Lachin road is used by the International Committee of the Red Cross (ICRC). Every day, dozens of Armenian residents calmly pass through the checkpoint in both directions. They transport their patients, and the ICRC also brings medicines and other necessary products to the region. Baku's position is that all alternative routes should be used. If the issue was really related to the humanitarian field, then it could be solved very quickly by opening several roads in parallel. However, for three years now, some representatives of local Armenians in the region have been doing their best to prevent all these possibilities, to cut any thread that could be evaluated as the direct and immediate first steps of the reintegration process of the Armenian population into the political, economic, and social architecture of the Azerbaijan state."

Speaking about the current state of negotiations with Armenia regarding the opening of the Zangezur Corridor, Jeyhun Bayramov noted that the opening of an unobstructed road between the western regions of Azerbaijan and the Nakhchivan Autonomous Republic is part of the tripartite Declaration dated November 10, 2020. "The opening of communications is very important because transport links, trade, etc., not only bring benefits and income to the parties but also make the peace process in the region irreversible. There is a lot of demand. Zangezur corridor is one of the elements on the East-West Road. Experts have determined that an additional 5-8 million tons of cargo can be sent to the Middle Corridor through the Zangezur Corridor. This is very useful not only for Azerbaijan and Armenia but also for other countries. In accordance with the tripartite declarations signed in November 2020 and January 2021, a working group was established at the level of the deputy prime ministers of the three countries. The work has been going on for three years now. At some point, one gets the impression that we are close to finalizing the work, but suddenly, at the last minute, Armenia unexpectedly makes a new claim, which brings the process to a dead end. This is unconstructive and a violation of the relevant article of the Tripartite Declaration. According to that article, Armenia has undertaken to guarantee the unimpeded movement of goods, citizens, and vehicles," he said.

At the end of the interview, the head of the Ministry of Foreign Affairs of Azerbaijan said that such an approach will deprive Yerevan of another opportunity to put its economy in order. "Because the road can simply bypass Armenia. Azerbaijan, as a country with a 'B' plan, will continue to work in this direction. For him, the project can be implemented without the participation of Armenia, but in this case, Yerevan will suffer from it," Bayramov concluded.
