Border progress: Azerbaijan and Armenia Reach Agreement on Demarcation Process

On 19 April, during the 8th meeting of the State Commission on the Demarcation of the State Border between the Republic of Azerbaijan and the Republic of Armenia and the Commission on the Demarcation of the State Border and Border Security between the Republic of Armenia and the Republic of Azerbaijan, both countries agreed to continue the demarcation process with regard to enclaves and exclaves. This agreement was reached under the chairmanship of Deputy Prime Minister Shahin Mustafayev of Azerbaijan and Deputy Prime Minister Mher Grigoryan of Armenia.

The demarcation of the border between Azerbaijan and Armenia will be based on the principles set out in the Almaty Declaration of 1991. This understanding was reaffirmed at the aforementioned meeting on 19 April.
Specifically, it was agreed at this meeting that four villages in the Gazakh district would be returned to Azerbaijan. These villages are Baghanis, Voskepar, Kirants and Berkaber, which will now be under Azerbaijani jurisdiction.
As part of the first stage of the demarcation process, it was agreed that certain sections of the border would intersect directly between the settlements of Baghanis-Baghanis Ayrim, Voskepar-Ashagi Askipara, Kirants-Heyrimli and Berkaber-Gizilhajili. These agreements aim to align the border with the historically recognised inter-republican border established at the time of the dissolution of the Soviet Union. The demarcation of these border sections will be formalised through geodetic measurements on the ground and documented in a descriptive protocol, with a plan for approval and signature by 15 May 2024. Both Parties will coordinate with their respective governments to ensure the simultaneous deployment of border services along these agreed sections.
In addition, the Parties agreed to finalise by 1 July 2024 the draft regulations on the joint activities of the State Commission on the Demarcation of the State Border between Azerbaijan and Armenia and the Commission on the Issues of the Demarcation of the State Border and Border Security between Armenia and Azerbaijan. Once approved, the delimitation process will be extended to all remaining sections of the border, including enclaves and exclaves.
Following the meeting, a protocol was signed outlining the agreed measures and setting the stage for further discussions. Both Azerbaijan and Armenia will work to determine the date and venue of the next working meeting to ensure the smooth progress of the delimitation process.
