Council of Europe Denounces Azerbaijan's Treatment of Journalists

In a statement released on March 25, Dunja Mijatović, the Commissioner for Human Rights of the Council of Europe, expressed deep concern over the intensifying repression against journalists and members of civil society in Azerbaijan.

The statement criticized the Azerbaijani authorities' actions, including arrests, detentions, and harassment of journalists and political activists, particularly through the justice system. Mijatović highlighted the intensified attacks on independent media, civil society, and activists who legally carry out their work or express critical views towards the government.

Specific instances were mentioned, including the arrest of several journalists in November of the previous year, such as Ulvi Hasanli, director of AbzasMedia; Sevinj Vagifqizi, founder of Channel 13; Aziz Orujov; Rufat Muradli; and Teymur Karimov. Additionally, the statement referenced the March police raid on Toplum TV, which resulted in the arrest of the channel's founder, Alasgar Mammadli, and journalist Mushfiq Jabbar.

Mijatović expressed particular concern for individuals like Gubad Ibadoglu, a prominent Azerbaijani scientist suffering from serious health issues, who has been detained for his legal activities.

The Commissioner highlighted her ongoing efforts since 2019 to draw attention to the situation concerning freedom of expression and media in Azerbaijan. Despite these efforts, the Azerbaijani government has continued to disregard its human rights obligations, exacerbating the situation in the country.

Furthermore, Mijatović reiterated previous requests for the release of journalist Avaz Zeynalli and civil society activist Bakhtiyar Hajiyev. She called on the Azerbaijani government to take decisive steps to ensure full respect for its human rights obligations, including the release of all imprisoned individuals engaged in legitimate activities, dissent, or critical views. She also called on the government to create an environment conducive to the activities of journalists, civil society, and human rights defenders, ensuring freedom of expression and peaceful assembly.
