Discussions Underway: Armenia Contemplates Russian Guard Presence at Main Airport

During a briefing for journalists on March 1, Artur Hovhannisyan, the Secretary of the Civil Contract parliamentary faction, stated that the presence of Russian border guards at Zvartnots International Airport has become a focal point for the ruling Civil Contract (CC) party.

Hovhannisyan underscored the shared concerns of the society regarding this issue and indicated that discussions within the party are ongoing to address it. However, he did not provide specific details regarding the nature of these discussions or the parties involved. When questioned about the focus of these discussions, whether they include reducing the number of Russian border guards or completely discontinuing their services at the main air hub of the Transcaucasian Republic, Hovhannisyan emphasized the public's unease with their presence.

In response, MP Vladimir Vardanyan emphasized the necessity of addressing border security issues within the framework of bilateral and multilateral agreements. He cautioned against conflating the presence of Russian border guards at Zvartnots with recent border incidents and stressed the importance of clear legal regulations in such matters. Regarding the legal grounds for the presence of Russian border guards at Zvartnots airport, Vardanyan acknowledged the existence of a broad bilateral legal framework but highlighted potential gaps in specificity. While recognizing the airport as a border point in the legal sense, he emphasized the need for Armenian state bodies to oversee border security functions at air hubs. Vardanyan concluded by advocating for separate discussions to address the issue comprehensively while reiterating the importance of delineating responsibilities and ensuring legal clarity in border security matters.a
