EU Envoy Toivo Klaar Advocates Change in Political Rhetoric for Armenia-Azerbaijan Peace

In an interview with "Armenpress" on November 20, Toivo Klaar, the European Union's Special Representative for the South Caucasus and the Crisis in Georgia, stated that Azerbaijan and Armenia should change their rhetoric to achieve peace.

"It [peace process] all depends on how Armenia and Azerbaijan will ultimately decide, how they will formulate the agreement's text. Equally important is the signing of the final peace agreement and the implementation of the conditions that will follow it. Here, of course, we should talk about the opening of communications and the demarcation of the border. It is also very important for me to ensure a distance between the forces along the border and a real sense of security that will be provided to the people along the border and in a broader sense. And then, of course, you have all these issues, such as, you know, the opening of embassies, ensuring direct air communication, the ability for people to travel back and forth," Klaar added.

"Rhetoric will also be important for all parties involved. After more than 30 years of conflict, it is not just the rhetoric of Azerbaijan but also Armenia. There have been statements by different actors and in different contexts. The entire context should be changed to ensure that the population of Armenia and Azerbaijan feels that we are now in a different world, in a situation where the South Caucasus can truly play its role as a crossroads, a crossroads of peace, in north-south and east-west directions," he noted.

Talking about the Zangezur corridor, he said, "From our perspective, it is entirely logical that any road, any railway passing through Armenian territory is controlled by Armenia. Any road or railway passing through Azerbaijani territory, or let's say through German territory, is controlled by that respective country. Therefore, this is the only logical agreement. In this case, Azerbaijan wants to have the assurance that Azerbaijani citizens and cargo passing through Armenian territory will be safe. This is absolutely logical and normal. But how this will be in practice, that is the responsibility of the Armenian authorities."

"We share the vision of an open South Caucasus, where railway and road connections are open, and countries are reunited, as it was at the end of the Soviet era and even earlier. Road and railway connections with Turkey and, of course, with Iran, which is already in place, should also be open. This is how we see the future. Our vision for a peaceful South Caucasus is that these transport links will be open again, there will be trade, and people will be traveling across borders," the EU Special Representative emphasized.
