EU Urges Azerbaijan Ensure Rights and Safety of Detainees
On May 29, the European Union called on the Azerbaijani authorities to release all individuals detained without cause and to ensure the rights of detainees, including providing dignified and safe conditions. The EU emphasized that Azerbaijani President Ilham Aliyev signed an amnesty decree on May 25, which, unlike previous amnesties, did not include individuals punished for exercising their fundamental rights.
The statement noted a troubling rise in the recent arrests of independent journalists, human rights defenders, and political activists on politically motivated charges. Independent media outlets such as Abzas Media, Toplum TV, Kanal 11, and Kanal 13, political movements like the III Republican Platform, labor rights groups, and organizations such as the Institute of Democratic Initiatives have been particularly targeted. Many of those arrested have had their prison terms extended multiple times.
"The European Union continues to call on Azerbaijan to release all persons imprisoned for exercising their fundamental rights, to ensure dignified and safe conditions for prisoners, including full access to health and independent legal services," the statement declared.
The EU also expressed concern over the health of Gubad Ibadoglu and Alasgar Mammadli, urging Azerbaijani authorities to lift Ibadoglu's travel ban and allow him to receive medical treatment abroad.
The statement underscored that civil society is central to the COP29 conference, which Azerbaijan will host. This event allows Azerbaijan to reaffirm its commitment to international law and create a conducive environment for a free and independent civil society.
