European Parliament Approves Resolution Calling for Sanctions Against Azerbaijan

On October 5, the European Parliament overwhelmingly approved a resolution on Nagorno-Karabakh that calls on the EU and its member states to impose targeted sanctions against Azerbaijani government officials responsible for numerous ceasefire violations in Nagorno-Karabakh. The document was adopted by 491 votes in favor, with only nine against and 36 abstentions.

Condemning the military operation on the unrecognized republic on September 19, the resolution also calls for an investigation into the actions of Azerbaijani armed forces that could be considered war crimes. The document noted that the exodus of the population from Nagorno-Karabakh can be equated to ethnic cleansing, as they were displaced by Azerbaijan through the use of force and, before that, intimidation measures: blockade, installation of checkpoints in the Lachin corridor, which contradicts the November 9, 2020 trilateral statement of the leaders of Russia, Armenia, and Azerbaijan, as well as the accumulation of Azerbaijani forces around Nagorno-Karabakh and on the border with Armenia.

It is also noted that several other countries, including Turkey, have provided political, diplomatic, and military support to Azerbaijan, leading to further escalation of the conflict. In addition, it is emphasized that although Armenia's November 9 statement was to ensure safe movement between Nakhchivan and the rest of Azerbaijan, Baku and Ankara use the term Zangezur corridor in this case with the connotation of threatening Armenia's sovereignty. The resolution further called on the EU and the bloc's member states to take immediate measures to provide international security guarantees for Armenians from the Karabakh region who wish to live in their homeland, as well as to guarantee the preservation of their property.

The MEPs called for the immediate replacement of the Russian peacekeeping forces in Nagorno-Karabakh with a UN contingent, deploying it also on the Armenian border of Azerbaijan. In addition, they demanded Azerbaijan withdraw its troops from the sovereign territory of Armenia and condemned statements by President Ilham Aliyev and other Azerbaijani officials threatening Armenia's territorial integrity. The EU parliamentarians called on Azerbaijan to refrain from any military adventures against the territory of Armenia and on Turkey to deter Azerbaijan from such irresponsible actions. The same call is addressed to other countries supporting Azerbaijan.

In the case of Azerbaijan's aggression against Armenia, it is proposed to entirely suspend oil and gas imports from Azerbaijan to the EU. In addition, the parliamentarians called for a serious review of the EU's strategic partnership with Azerbaijan in the energy sector and an investigation into the possible re-export of Russian gas to the EU through Azerbaijan.

Notably, European Parliament resolutions are recommendatory and are not binding on the EU Council or the European Commission.
