FSB and Interior Ministry Prevent Terrorist Attacks in Kaspiysk, Detain Three Suspects
On 25 July, Gayana Gariyeva, spokeswoman for the Dagestani Interior Ministry, denied reports of people barricading themselves in an apartment building in Kaspiysk, Dagestan. She confirmed that operational and investigative measures had been taken in several places in the city, and insisted that 'public order has not been violated'. The situation is under the full control of Dagestan's law enforcement agencies.
Gariyeva said that law enforcement operations in Kaspiysk had been completed ahead of schedule, resulting in detentions and assuring that there was no threat to civilians. She stressed that three members of an international terrorist organisation, who were planning a terrorist attack in an Orthodox church and against law enforcement officers, had been detained.
According to the Russian Federal Security Service (FSB), in cooperation with the Russian Interior Ministry, a home-made explosive device, components for its manufacture, sharp-edged weapons, ITO flags, electronic media and military operation manuals were found at the homes of local residents. The detainees confessed to their plans.
The FSB said that the operation had prevented a number of terrorist crimes. The Public Relations Centre (COC) of the FSB reported that during the operation three local residents of Kaspiysk were identified and detained as supporters of the banned International Terrorist Organisation (ITO). All detainees, citizens of the Russian Federation, were planning to carry out sabotage and terrorist acts against law enforcement agencies and an Orthodox church in Kaspiysk.
Improvised explosive devices, components for their manufacture, cold weapons, flags of the Ministry of Defence, electronic media and means of communication containing instructions on urban and forest combat operations, firearms training and the assembly of explosive and incendiary devices and hand grenades were found at their residences.
