International Community Welcomes Armenia-Azerbaijan Joint Statement

Some prominent international actors responded to the significant statement between Armenia and Azerbaijan, wherein both countries restated their commitment to normalizing relations and finalizing a peace agreement based on the principles of sovereignty and territorial integrity.

The European Union (EU) High Representative for Foreign Affairs and Security Policy, Josep Borrell, welcomed the joint statement by Armenia and Azerbaijan on his official Twitter account.

“We concur - there is a historic chance to achieve peace in the region and are committed to supporting these efforts,” he added

Charles Michel, the head of the European Council, expressed his delight at a breakthrough in Armenia-Azerbaijan relations. He particularly welcomed the joint statement, highlighting the release of detainees and the unprecedented opening in political dialogue between the two countries.

“Establishing and deepening bilateral dialogue between sides has been a key objective of the EU-led Brussels process: today’s progress is a key step,” he wrote on his X microblog. 

Olivér Várhelyi, the European Commissioner for Neighbourhood and Enlargement, also welcomed the agreement between Azerbaijan and Armenia. "I welcome the agreement between Azerbaijan and Armenia, which contributes to peace and stability in the region. "The EU stands ready to provide further support to both countries," he added.

The press statement from the United States Department of State expressed its welcome for the joint statement issued by the Armenian Prime Minister’s office and the Azerbaijani President’s administration.

"The United States welcomes the announcement by Armenia and Azerbaijan of the release of two Azerbaijani and thirty-two Armenian detainees. This commitment represents an important confidence-building measure as the sides work to finalize a peace agreement and normalize relations. We commend Azerbaijani President Aliyev and Armenian Prime Minister Pashinyan for their joint efforts to lay the groundwork for a more peaceful and prosperous future for the people of the South Caucasus. The United States will continue to strongly support efforts to reach a durable and dignified peace,” reads the press statement. 

Javier Colomina, the NATO Secretary General’s Special Representative for the Caucasus and Central Asia, expressed his approval of Armenia and Azerbaijan's statement regarding the exchange of detainees.

“I welcome the joint statement by Armenia & Azerbaijan announcing the mutual release of detainees, other confidence-building measures & a clear commitment to reach a long-awaited peace deal,” Colomina wrote on X, former Twitter.

UK Minister of State for Europe Leo Docherty said that the UK supports the efforts of Azerbaijan and Armenia to reach lasting peace. "I am greatly encouraged by the statement from Armenia and Azerbaijan reconfirming their intention to normalize relations. As I underlined during my recent visit to both countries, the UK fully supports their efforts to reach a historic and lasting peace," he added.

Maria Zakharova, the official representative of the Russian Foreign Ministry, emphasized that Russia welcomes the agreement between Baku and Yerevan on the release of Armenian and Azerbaijani soldiers, consistent with Russia’s idea of exchanging prisoners on the principle of “all for all.”

Turkey also issued a statement welcoming the confidence-building agreements between Azerbaijan and Armenia. The Turkish foreign ministry expressed support for signing a peace treaty between the two countries, emphasizing it as a crucial foundation for establishing stable peace and stability in the South Caucasus.

As reported by Azerbaijani media, the German Ambassador to Azerbaijan, Ralf Horlemann, commended the bold step taken by Azerbaijan and Armenia, emphasizing that it instills confidence in achieving a just and lasting peace between the two countries.

It is important to note that the statement elicited varied reactions among the Armenian public. 

Armen Rustamyan, a member of the Parliament’s “Armenia” faction and a member of the Armenian Revolutionary Federation, commented on the statement, suggesting that Azerbaijan’s motivation behind the move is to alleviate international pressure and dictate the negotiation agenda.

He sees this step as an attempt to showcase positive results from bilateral negotiations and expects it to contribute to concluding a peace agreement, transitioning negotiations into a bilateral format. Meanwhile, Rustamyan insisted that the bilateral negotiation format is dangerous because this is a conversation between the winner and the loser.
