Irakli Kobakhidze Addresses Foreign Agent Law and NGOs in Georgia

On March 2, Georgian Dream (GD) Chairman Irakli Kobakhidze gave an interview to Imedi TV to explain and defend his party's stance in favor of the law on “foreign agents”. According to Kobakhidze, the ruling party is making every effort to meet the 12 requirements set forth by the EU for candidacy. However, he stated that while having the capacity to do so, the radical opposition and NGOs linked with it are hindering the majority from achieving depolarization and thus implementing the EU's first proposal. He continued by asserting that NGOs impeded the election of the Public Defender. 

In addition, Kobakhidze said that legislators who spoke out against the foreign agent regulations during the committee hearing were given orders to create discord and carried out those instructions. Maintaining that the only obstacle to EU integration is polarization, Kobakhidze refuted that the bill's approval would prevent Georgia from being an EU candidate. He said that the law eliminates polarization by removing ambiguity and providing transparency. To demonstrate that certain NGO leaders were actively opposing Georgian identity, Chairman Kobakhidze named them and provided quotes from their anti-Georgian Orthodox Church social media posts. 

According to Irakli Kobakhidze, executing the April 19 agreement, brokered by the EU, between the opposition and the Georgian Dream in 2021 would have set off an escalation spiral. He added: "I can tell you this would have led to Russian tanks in Tbilisi." He claimed that NGOs were actively involved in that supposed scheme. Kobakhidze particularly mentioned the heads of the Social Justice Center, Women's Rights Center "Sapari," and Transparency International - Georgia. Moreover, Kobakhidze asserted that several foreign-funded groups had sponsored the Namakhvani HPP protests. The official said that the inability to build the Namakhvani HPP weakens Georgia's overall independence by diminishing its capacity to be energy independent. Organizations who advocate for the obstruction of Namakhvani HPP are thus carrying out anti-state activities with foreign sponsorship. According to Kobakhidze, multiple NGOs with special foreign funding went on stage and demanded the resignation of the government, which should have nothing to do with NGO activities.
