Kadyrov Advocates for Fairness in Extremism Laws, Emphasizing Religious Sensitivity

On January 26, Ramzan Kadyrov, the head of Chechnya, commented on the recent law introduced by the Chechen parliament and adopted by the Russian State Duma regarding transferring extremism cases to regional courts. He emphasized the significance of the amendments, particularly in ensuring a fair and objective consideration of cases related to extremism.

Kadyrov highlighted the need for a more balanced approach in handling extremism cases, citing past instances where materials of cultural, historical, and religious significance were inaccurately deemed extremist due to incompetence and bias. He stated, "Often the judiciary recognized materials of popular, historical, cultural and religious patrimony as extremist. We could see something like this in 2022 and 2015 when incompetent experts and banal bias led to very significant Islamic materials being recognized as extremist."

Kadyrov emphasized the importance of considering the context and peculiarities of religious beliefs in such cases. He underscored the significance of protecting religion and faith in society, stating, "Religion and faith play an important role in the lives of many citizens, and their protection is one of the pillars of spiritual and social stability of our society." Kadyrov expressed confidence that the involvement of the highest courts of the constituent entities of the Russian Federation in considering cases related to the recognition of religious materials as extremists will lead to fairer and more objective decisions.

In conclusion, Kadyrov asserted, "I am confident that the consideration of cases on recognizing information materials of a religious nature as extremist by the highest courts of the constituent entities of the Russian Federation will contribute to a fairer and more objective decision."

Notably, the newly adopted law aims to address these issues by transferring the jurisdiction of extremism cases to the courts of the constituent entities of the Russian Federation. Additionally, the law mandates the involvement of rights holders, publishers, authors, and specialists with relevant knowledge in the process.
