Nagorno-Karabakh conflict: OSCE-mediation efforts are overshadowed by deadly incident
On 26 May, the OSCE Minsk Group co-chairs Stephane Visconti (France), Igor Popov (Russia), Andrew Schofer (USA), as well as the Personal Representative of the OSCE Chairperson-in-Office, Andrzej Kasprzyk, began their tour to the Caucasus in order to assess the situation in the Nagorno-Karabakh conflict zone. The main purpose of the visit was to assess the evolution of the situation on the line of contact and the international border, and to follow up on the discussions held by the Azerbaijani President and the Armenian Prime Minister in Vienna on 29 March and their respective Foreign Ministers in Moscow on 15 April.
They began their tour by visiting Yerevan first, where they met with the Armenian Minister of Foreign Affairs, Zohrab Mnatsakanyan, and the Prime Minister, Nikol Pashinyan. During their meeting with Mnatsakanyan, they discussed the preparations for the “upcoming” talks with his Azerbaijani counterpart, Elmar Mammadyarov. An exact date has not been announced. In addition, the co-chairs traveled to Nagorno-Karabakh, where they met with the authorities of the internationally unrecognized Republic. In Azerbaijan, the co-chairs met representatives of the Azerbaijani community of Nagorno-Karabakh.
On 30 May, the co-chairs of the Minsk Group visited Baku, where they met with Azerbaijan’s President Ilham Aliyev. They exchanged views on the current state and prospects of negotiations on the settlement of the Nagorno-Karabakh conflict between Armenia and Azerbaijan. Details of the meeting have not been announced.
The Minsk Group's statement from 30 May concludes that during the visit to the region, the Co-Chairs had presented "concrete further steps in the negotiation process", in particular, in regards to humanitarian and security issues. The content of the proposed steps has not been disclosed so far.
On the same day, in the Aghdam region of Nagorno-Karabakh, a soldier of the Azerbaijani Army, Omarov Agil Akif, was shot with a sniper rifle. The death of an Azerbaijani soldier in Nagorno-Karabakh is considered to be a violation of the ceasefire agreement signed by Armenia and Azerbaijan in 1994. The Co-Chairs of the OSCE Minsk Group expressed their concern "about the recent victims" and called on the parties to the conflict to avoid an escalation of the situation. The Ministry of Foreign Affairs of Azerbaijan stated that the assassination of the Azerbaijani soldier was a deliberate provocation of Armenia, which undermines the peace negotiations. The Armenian side claims that it did not break the truce.
