Nikol Pashinyan Comments on Humanitarian Situation in Karabakh; Announces Meeting of Foreign Ministers of Azerbaijan and Armenia in Washington

During a meeting of the Armenian government on June 22, Armenian Prime Minister Nikol Pashinyan stated that Azerbaijan is making every effort to make life impossible for Armenians in the unrecognized Nagorno-Karabakh. 

"The humanitarian situation in the Nagorno-Karabakh continues to deteriorate. Azerbaijan's blocking of the Lachin corridor continues, despite the decision of the International Court of Justice of February 22 this year," the prime minister said. "The decision of the court is not being implemented. Neither citizens, vehicles, nor goods move along the Lachin corridor. Moreover, even the passage of Red Cross vehicles is prohibited," Pashinyan stated.

According to him, these facts refute Baku's statements that foreign countries and forces, declaring the situation in the Lachin corridor, allegedly interfere in the internal affairs of Azerbaijan. "Non-compliance with the decision of the International Court of Justice is a matter on the international agenda, and this issue must be approached precisely in this logic. Ignoring this decision led to a humanitarian crisis," the prime minister stressed.

He also recalled that the population of Nagorno-Karabakh is deprived of external electricity and gas, and local electricity generation does not satisfy domestic needs. Food and medical supplies have also been cut off. "There is no way to transport even seriously ill people from Stepanakert [Khankendi in Azerbaijani]," he added. "Everything is being done to make the life of Armenians in Nagorno-Karabakh impossible. This is the policy of ethnic cleansing that we have been talking about for many years," Pashinyan said.

"Yerevan sees a way out of the situation in the implementation of the ICJ decision, including with the help of the UN Security Council, since it is this body that is authorized to ensure the implementation of the decisions of the Court of the world organization," the head of the Armenian government added. "Secondly, it is necessary, in the end, to launch an international mechanism for dialogue between Stepanakert and Baku, during which issues of ensuring the security and rights of the Armenians of Nagorno-Karabakh will be raised," Pashinyan said.

Moreover, Pashinyan said that negotiations between the foreign ministers of Armenia and Azerbaijan will be held next week in Washington. "Yerevan's position remains the same - it is necessary to make every effort to achieve peace and sign a peace treaty between Armenia and Azerbaijan," the prime minister said.

"Next week, a meeting of the Foreign Ministers of Armenia and Azerbaijan will be held in Washington. And our delegation is going to the United States with this approach," he stressed. "Armenia also offered Azerbaijan to hold a commission meeting on border delimitation, on which an agreement in principle was reached," Pashinyan informed. "Yerevan is also ready for the speedy unblocking of economic ties and transport communications in the region based on the principles of legitimacy and sovereignty of the parties," he added.
