PACE Leaders Address Azerbaijan's Absence, Stress Dialogue for Future Relations

On January 27, the winter session of the Parliamentary Assembly of the Council of Europe (PACE) began without a delegation from Azerbaijan, as the Azerbaijani Parliament failed to submit its credentials to the Assembly.

Frank Schwabe, leader of the Socialists, Democrats, and Greens political group in PACE and head of the German delegation, told VOA that Azerbaijan refrained from sending a delegation to Strasbourg, likely due to the lack of majority support. He noted, "They have not applied for the restoration of their powers. Because they know that there is no majority [to support them], and I think they do not want to lose again. So, I think they are waiting for a better opportunity." Schwabe added that Azerbaijan could still submit its credentials for the plenary session in April.

During an exchange of views with PACE on January 27, Xavier Bettel, the Chairman of the Committee of Ministers of the Council of Europe and Luxembourg's Foreign Minister, expressed satisfaction with the renewed cooperation with Azerbaijan under the Azerbaijan Action Plan. Bettel stated, "The Committee of Ministers is pleased to receive information on the resumption of cooperation within the framework of the Azerbaijan Action Plan." He noted that the plan's implementation had been suspended after the Assembly’s decision not to ratify the Azerbaijani delegation's credentials.

Bettel also emphasized the importance of dialogue between PACE and Azerbaijani parliamentarians, stating, "We must remain a platform for dialogue, and we hope that the Assembly and the Azerbaijani parliamentary delegation will soon find common ground to renew relations."
