Prosecutors General of Armenia, Azerbaijan and Russia meet in St. Petersburg
On 15 June, a trilateral meeting was held at the Taurid Palace in St. Petersburg, Russia, between Kamran Aliyev, the Prosecutor General of Azerbaijan, Igor Krasnov, the Prosecutor General of Russia, and Anna Vardapetyan, the Prosecutor General of Armenia.
According to the Russian Prosecutor General's Office, Igor Krasnov, who spoke at the meeting, said that the event was the fifth meeting in a similar format since 2021. The previous trilateral meeting was held in Moscow in December 2022, when the heads of the prosecutor's offices of Azerbaijan, Russia and Armenia discussed prospects for cooperation.
"As you know, the next meeting of the heads of our states took place less than a month ago. At the meeting, the leaders of Azerbaijan, Armenia and Russia agreed to develop mutually acceptable solutions to several urgent issues related to the normalisation of life in the border region. In this regard, I consider it extremely important that we continue our constant contacts, follow the course of implementation of the agreements reached in order to fulfil the tasks of ensuring peace, security and sustainable economic development in the region and stabilising Azerbaijani-Armenian relations," he said.
"Personally, I and all my subordinates, including military prosecutors stationed in the border region, will continue to provide the necessary assistance to ensure constructive interaction between the sides of Azerbaijan and Armenia. At the same time, I consider the main task to be the prevention of the increase of tensions. I am sure that with joint efforts we will be able to create safe conditions for the harmonious development of the region and a decent life for everyone living there," the official added.
According to the Azerbaijani Prosecutor General's Office, Azerbaijani Prosecutor General Kamran Aliyev said that in April this year, two Azerbaijani soldiers serving in Nakhchivan went missing due to poor visibility in bad weather conditions and were captured by the Armenian military, and that they were prosecuted on false evidence, as well as on 15 June, the Armenian armed forces once again continued their acts of terrorism, provocation and provocation, firing various types of firearms at the military personnel of the State Border Service deployed and serving in the area at the Lachin Border Checkpoint, located at the beginning of the Lachin-Khankendi [Stepanakert in Armenian] highway, which is the sovereign territory of the country. He said that such provocative actions are an obstacle to the establishment of peace in the region.
The Armenian Prosecutor General's Office stated that Anna Vardapetyan thanked Igor Krasnov for organising another meeting in this format. At the same time, however, Anna Vardapetyan expressed her concern about Azerbaijan's failure to fully meet the humanitarian requirements of the Tripartite Declaration signed by the leaders of the Republic of Armenia, the Russian Federation and the Republic of Azerbaijan on 9 November 2020 and its attempts to escalate the situation.
"Since the signing of the declaration, Armenian prisoners of war have been held in the Republic of Azerbaijan and 33 of them have been convicted. There is also direct evidence of the abduction of two Armenian servicemen by the Azerbaijani armed forces. Moreover, the refusal of the Azerbaijani side to return several persons to the Republic of Armenia is based on the fact that these persons appeared in Azerbaijan after the signing of the declaration, while the Armenian side fully fulfilled the requirements of paragraph 8 of the declaration," Anna Vardapetyan said.
The Prosecutor General of the Republic of Armenia also referred to the incidents of recent days, the shelling by the Azerbaijani armed forces of the Armenian positions and civilian objects near the Yeraskh settlement and in the Teghi area, stressing that there is no clear assessment condemning them, the non-return of persons detained in Azerbaijan as well as the Declaration are a direct consequence of the failure to fulfil other agreements. "The fulfilment of the reached agreements and accepted obligations would allow us to avoid such cases. "Azerbaijan's behaviour not only does not contribute to the implementation of the provisions of the Declaration, but also contradicts the goals and meaning of this document and further aggravates the situation," Anna Vardapetyan stressed.
