
Russian Energy Minister Analyzes Problems with Energy Supply in Dagestan

On September 11, Russian Energy Minister Nikolay Shulginov said that solving the problems with energy supply in Dagestan requires more active consolidation of small territorial grid organizations (TGOs) and legitimization of ownerless grids.
"Half of Makhachkala's networks formally belong to no one; they have not yet been fully transferred to Rosseti [Russian power company]. We need to make all ownerless grids legitimate. And then there are small TGOs, where they are generally unmanageable. We want such TGOs as LLC Dagenerji, LLC Kasp TGO, and PJSC Eldag to consolidate more actively," the minister added.
He noted that additional funds are needed to solve the problem to improve the reliability of the power grid complex, which has been underfunded for years. "The republic has low electricity tariffs and low payment discipline - 71% in eight months. At the same time, losses in the grids are growing. I would even say not losses, but theft - 46%," Shulginov said.
According to him, there are houses in Makhachkala that are unregistered and receive electricity, gas, and water, but there are no addresses for them, and they do not pay for anything. "Except for Dagestan, there is no such approach anywhere else. It is necessary to talk about it openly, to voice the problems and reasons that led to what we have now," the official emphasized.
