US Congress demanded that Baku release Armenian prisoners

The House of Representatives of the US Congress demands Azerbaijan to immediately release all Armenian military and civilians who continue to remain in captivity after the end of the second Karabakh war. The House of Representatives approved an amendment to the law presented by Congressmen Adam Schiff, Tony Cardenas, and Brad Sherman.

On September 16, Armenia filed a complaint with the UN International Court of Justice with a demand to oblige the Azerbaijani authorities to stop the torture and killings of Armenian prisoners and to compensate for human rights violations.

"On September 27, 2020, Azerbaijan, with the support of Turkey and foreign militia groups, launched an armed attack on Nagorno-Karabakh, also known as Artsakh, resulting in the death of thousands and the resettlement of tens of thousands of ethnic Armenians. On November 9, 2020, Azerbaijan, Armenia, and Russia signed a trilateral statement to put an end to the conflict. The statement [decrees] that all parties agreed to exchange prisoners of war, hostages and other detainees, and the remains of the dead should be handed over," the document says.

The Azerbaijani side states that the detained Armenians were captured after the war and therefore are not prisoners of war.

As a reminder, on July 3, in exchange for maps of minefields in the Fizuli and Zangelan regions, Azerbaijan returned 15 Armenian prisoners, in June 15 people were returned in exchange for maps of minefields in the Aghdam region. In July, the Baku Grave Crimes Court sentenced 39 Armenian prisoners to six years in prison. On September 7, two soldiers were returned to Armenia from Azerbaijan, who were taken prisoner near the Black Lake in the Syunik region, and one prisoner detained in Nagorno-Karabakh was brought to Baku from Yerevan.

Full-scale fighting took place in the Nagorno-Karabakh from September 27 to November 9, 2020, as a result of which Azerbaijan regained control over two-thirds of the territory controlled by the authorities of the unrecognised Nagorno-Karabakh Republic (NKR).
