
Zakharova Discusses Record Trade, Armenia’s EU Membership Potential, and Trilateral Working Group in Russia-Armenia Relations

On March 27, Maria Zakharova, the Russian Foreign Ministry Spokesperson, stated that Russia and Armenia continue their political dialogue, maintaining constant communication and cooperation across various sectors, including the recent invitation extended to the Armenian Prime Minister to visit Moscow for the 80th anniversary of Victory.
During the weekly briefing, Zakharova highlighted the ongoing constructive talks between the Russian and Armenian Foreign Ministers. She noted that consultations between the deputy foreign ministers had recently taken place, with intergovernmental, inter-parliamentary, and interdepartmental mechanisms actively functioning. Additionally, a roundtable discussion was held to address issues in the agro-industrial sector, and initiatives in cultural, educational, and humanitarian fields are also progressing. One key development was the planned visit of the Armenian delegation to the Sirius Educational Center to expedite the establishment of a Russian educational center for gifted children in Jermuk.
Zakharova further emphasized the growth in economic relations, pointing out that trade turnover between the two countries had reached a record $12 billion in the previous year. She indicated that Armenia's participation in the Eurasian Economic Union (EAEU) plays a crucial role in the country’s socioeconomic stability and security. Moreover, she noted the shared approaches between Russia and Armenia at international platforms, particularly at the United Nations, where Armenia has traditionally supported and co-sponsored most Russian resolutions. However, she acknowledged that certain unresolved issues need to be addressed to prevent damage to bilateral relations.
Zakharova also reaffirmed the long-standing, friendly ties between Russia and Armenia, attributing them to geography, history, and the destinies of their peoples. However, she acknowledged the existence of forces dissatisfied with this cooperation, stating, "Our position is clearly defined both by the president of the country and doctrinal documents. We are focused on the comprehensive development of relations with Armenia and its people."
Regarding Armenia’s participation in the trilateral working group with Russia and Azerbaijan on unblocking communications, Zakharova clarified that Moscow had not received official confirmation of Armenia's withdrawal. She responded to statements made by Armenian Parliament Speaker Alen Simonyan, who suggested that Armenia would no longer participate in the group. Zakharova pointed out that Simonyan is not authorized to make such announcements, as Deputy Prime Minister Mher Grigoryan is responsible for handling the issue. She emphasized the importance of the trilateral group, which was established in line with the 2020-2022 summit agreements, highlighting the significant progress made in restoring transport routes between Armenia and Azerbaijan based on reciprocity and sovereignty. Zakharova stressed that the group’s work had been hindered by external factors, including the destructive influence of Western countries and occasional shifts in Armenia’s stance. Nevertheless, she expressed confidence that the full resumption of the group’s activities would contribute to restoring the South Caucasus transport system and promoting regional socio-economic development.
Finally, Zakharova addressed the issue of Armenia’s potential membership in the EU, stating that membership in the EU and the EAEU is mutually exclusive based on specific parameters rather than ideological reasons. "EU membership and EAEU membership are not mutually compatible. They are, unfortunately or fortunately, mutually exclusive only due to specific parameters, not because of ideological or political attitudes," she explained.
